- Amendment 001 (A001) Question(Q) and Answer (A): Q1. When is the official deadline for this project? 06/30/2016, 07/30/2016 and 8 months were all given as the period of performance/ date of deliverables due to USTDA A1) The Contractor shall submit all deliverables under this Desk Study Contract to USTDA's COR on or about July 30, 2016. As per the Performance Work Statement, the Period of Performance for this Contract shall be eight months from the date of the Contracting Officer's signature on the Contract, but this eight-month timeframe is to allow leeway for unanticipated circumstances. However, the eight-month Period of Performance notwithstanding, the Contractor shall submit all deliverables to USTDA's COR on or about July 30, 2016. Q2. Our office is located in another state. Can we conduct the performance of work from our location or do we need to come to Arlington, VA? A2) The Contractor does not need to come to Arlington, VA, and can conduct the performance of work from its place of business. The Contractor should anticipate communicating via email and phone with USTDA regarding the Contract. Q3. Do you anticipate the need for the contractor to travel to the U.S. firm for face-to-face meetings and/or travel to Arlington, VA to conduct face-to-face meetings with the COR? We are trying to forecast if a travel budget is needed in our offer. A3) The Contractor does not need to travel to Arlington, VA or to the U.S. firm for face-to-face meetings. The Contractor can conduct the performance of work from its place of business, and should expect to use frequent email and telephone communications to conduct its work under the Contract. Q4) Because of the complexity and uncertainty of defining the U.S. export potential for a refinery modernization, could you expand on the scope of the refinery modernization? Is the objective to make low sulfur diesel and fuel oil/bunkers? To increase product volumes to meet local market demand? Upgrade heavy oil to lighter products? Change the crude oil slate? etc. A4) The refinery modernization is aimed at increasing product volumes and output to meet Sri Lanka's petroleum fuel demands for gasoline, fuel, and diesel. The modernization is expected to reduce high-sulfur heavy fuel oil production, and will involve upgrading heavy oil to lighter products. All else remain unchanged.
