- Description
- The Bureau of Reclamation intends to issue an Invitation for Bid (IFB) for a firm fixed price construction contract for modifications to San Joaquin Hatchery Water Supply Pipeline and appurtenant features. This procurement is set-aside for Service-Disabled Veteran-Owned Small Business concerns only. The work is located at Friant Dam, approximately 17 miles northeast of Fresno, California, on the San Joaquin River. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard is $36.5M. Project Summary: In order to accommodate a new salmon fish hatchery that will be constructed by California Department of Fish and Wildlife (CDFW) in the future, Reclamation is upgrading an existing water supply pipeline. Currently Reclamation delivers water to an existing CDFW trout hatchery though a 24-inch pipeline that is tapped on two of the four river outlet penstocks on Friant Dam. This existing 24-inch pipeline runs to the Orange Cove Irrigation District (OCID) powerplant which is located at the base of the dam. From the OCID powerplant, the water discharges into an existing underground 44-inch pipeline which runs to the existing CDFW trout hatchery. This project will replace this existing 24-inch pipeline with a new 30-inch line that is tapped on all four river outlet penstocks. This new 30-inch pipeline will be approximately 300-feet long and roughly have of it will be exposed and the other half will be buried. The new pipeline will terminate at the OCID powerplant in a new cast-in-place concrete discharge vault. The principal components of work are as follows: a. Constructing cast-in-place concrete vault structure. b. Earthwork for discharge vault structure. c. Furnishing and installing soil reinforcement for excavation support. d. Earthwork for pipe trench. e. Furnishing and laying steel pipe. f. Furnishing and installing valves. g. Constructing cast-in-place concrete pipe-support columns. h. Constructing cast-in-place thrust blocks. i. Installing riprap surfacing. j. Installing aggregate base course. k. Furnishing and installing electrical features. l. Furnishing and installing metal fabrications. The Magnitude of Construction for this project is between $1,000,000.00 and $5,000,000.00. This procurement will require a Bid Bond and 100% Performance and Payment Bonds. Solicitation R16PS00864 will be posted at www.fbo.gov on or around June 17, 2016. The estimated date for receipt of proposals is July 20, 2016. The solicitation and specifications must be downloaded at the above site. No paper copy of this solicitation or construction drawings will be distributed. System of Awards Management (SAM) and Annual Representations and Certifications, as required by FAR 4.1102, apply to this procurement. Prospective contractors must be registered prior to award.
