- The US Army Contracting Command (ACC)-New Jersey located at Picatinny Arsenal, NJ 07806-5000, in support of the Office of the Project Manager Combat Ammunition Systems (PM-CAS) is conducting a market survey to identify potential sources within the National Technology and Industrial Base (NTIB) capable of producing the M739A1 Point Detonating (PD)/Delay (DLY) Fuze. The purpose of this market survey is to obtain current information on the capability of potential sources to deliver starting in FY19. The Government estimates that approximately 1.3M M739A1 PD/DLY Fuzes will be purchased over the five year period. A 5-year Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) production contract type (five one-year ordering periods) covering FY17-FY21 requirements is anticipated. The M739A1 PD Fuze is the Army's preferred, primary fuze for 105mm and 155mm projectiles to address point detonating/delay artillery functions. The M739A1 fuze contains an Impact Delay Module (IDM) assembly. The IDM provides fuze initiation delay based upon the completion of mechanical actions caused by projectile deceleration and will function immediately after passing through the target. In addition to the M739A1 Fuze, the M99 Stab Detonator, the M55 Stab Detonator, Explosive Lead, Polymer-Bonded Explosive (PBXN-5) and High Melting Explosive (HMX) Grade B Explosive, which are contained within the Fuze, are also restricted to competition within the NTIB. Technical Data Package will be available six months prior to the release of the Request for Proposal (RFP) for informational purposes only, which is anticipated in 2QFY17. The release of the RFP will contain the official TDP that will be used for proposal submission. To be considered a capable source for this effort, all interested sources must submit the requested information as follows: a) Name of company, address, CAGE code and business size information; b) A summary that includes a brief description of the contractor's capabilities to include: parent organizations, name/address/point of contact identification/email address, capabilities; c) Past manufacturing experience with artillery (105mm and 155mm) fuzes within the last 10 years; d) Provide evidence of proven monthly production at a minimum rate of 10,000 fuzes a month capacity and/or potential capacity; e) A description of facilities/equipment, manufacturing processes, inspection capability, and personnel; f) The ability to acquire facilities with sufficient safety clearance to handle, store, and transport energetic materials, components and explosively loaded fuzes; and g) A general understanding of USG fuze testing requirements including projectiles and ammunition compatibility, and the approval process for Lot Acceptance Testing (LAT). This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the US Government. All information submitted will be held in a confidential status.
