- The Department of the Navy, Space and Naval Warfare Systems Center, Pacific (SSC Pacific) intends to issue Request for Proposal (RFP) No. N66001-16-R-0014 for the award of a single C-type Cost Plus Fixed Fee (CPFF) contract to provide and execute Strategic Vendor Management (SVM) Support using a proven, well-established and disciplined SVM and IT strategic sourcing methodology/life-cycle process in support of DoD ESI program efforts. The support will include at a minimum the following areas of expertise: Strategic vendor opportunity analysis, Strategy development and critical pathway analysis, Solution design and acquisition strategy implementation, Vendor and contract performance management and Strategic Vendor Management knowledge transfer. The prospective contract will have a one-year base period with four one-year option periods. The estimated level of effort for the total requirement is 207,360 hours. This requirement will be solicited under full and open competition. The SSC Pacific Small Business Office (SBO) and SBA Procurement Center Representative (PCR) concurred with the acquisition strategy decision on 3 December 2015. The DoD ESI supports customers at both DoD and Federal levels. SVM is a comprehensive, structured and repeatable strategic vendor engagement and analysis process that combines market research, interaction with software publishers and original equipment manufacturers (OEM), demand management and requirements/funding identification resulting in more robust communication and business/technology understanding with each IT publisher or OEM whose technologies are of strategic importance to the DoD and the Federal Government. SVM strengthens collaboration between the CIO, acquisition, funding and customer communities resulting in improved acquisition outcomes based on established goals. While this is not a follow-on contract, a more narrowly scoped predecessor to this requirement was previously fulfilled by Censeo Consulting Group under N00189-15-F- Q024. For this requirement, a market survey to determine small business capability was posted on SPAWAR E-Commerce Central on 17 September 2015, reference number MKTSVY- 10E85E This is an unrestricted competition, anticipated to result in a Single C-Type, Cost-Plus- Fixed-Fee (CPFF) type contract. The prospective contract will have a 1-year base period and four 1-year option periods (5 years total). The estimated level-of-effort for the total requirement is 207,360 labor hours.
