Description
Justification for other than full and open Statement of Work-Imagery The Department of Commerce/National Oceanic and Atmospheric Administration/National Environmental Satellite Data and Information Service (DOC/NOAA/NESDIS), intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1) with the University of Miami Center for Southeastern Tropical Advanced Remote Sensing (CSTARS) for Data Purchases. The DOC/NOAA/NESDIS is not aware of other source that can provide the above. Therefore, it intends to make an award to University of Miami Center for Southeastern Tropical Advanced Remote Sensing (CSTARS), unless it is contacted by any vendor who believes they obtain similar technical expertise and can provide the same service The requirements are for near-real-time satellite imagery acquisition for the Satellite Analysis Branch (SAB). This branch is located in the Satellite Products and Services Division (SPSD) of the National Environmental Satellite Data and Information Service (NESDIS), Office of Satellite Products and Operations (OSPO) and is responsible for providing 24x7 marine pollution response information to NOAA, the US Coast Guard and other agencies. The Satellite Analysis Branch is responsible for providing satellite-based analyses for oil spill incidences declared by NOS Emergency Response Division and routinely monitoring for any anomalous features in satellite imagery that are believed to be from man-made spills and report findings to NOS, USCG, BSEE and others via the Marine Pollution Surveillance Report. The University of Miami's Center for Southeastern Tropical Advanced Remote Sensing (CSTARS) operates a satellite acquisition station capable of receiving and processing in near-real-time SAR and high-resolution multispectral data from a number of available satellites (RADARSAT-2, TerraSAR-X/TANDEM-X, and COSMO-SkyMed). The objective of this effort to create a resource through which SAB is able to obtain near-real-time satellite imagery for marine pollution response through the University of Miami's Center for Southeastern Tropical Advanced Remote Sensing (CSTARS). This purchase request provides for the purchase of near-real-time and retrospective SAR and high-resolution multispectral imagery from CSTARS primarily for the production of Marine Pollution Surveillance Reports (MPSR) providing first responders information detailing the location and extent of oil or marine debris in US coastal waters. The period of performance is for a twelve month base period and two additional twelve month option period for a total of 36-months. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals or a solicitation for offers. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product to Joel L. Perlroth, Contracting Officer at Joel.L.Perlroth@noaa.gov by May 30, 2016 no later than 1 pm ET. All capability statements received by the closing date of this notification of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition is being conducted under FAR Part 12 commercial procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 517919 - Size Standard $32.5M.
