- IMPORTANT NOTICE: THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THE INTENT OF THIS NOTICE IS TO IDENTIFY POTENTIAL OFFERORS FOR MARKET RESEARCH PURPOSES AND DETERMINING WHETHER TO SET-ASIDE THE REQUIREMENT FOR SMALL BUSINESSES. The purpose of this Sources Sought is to conduct market research which will be used to formulate an acquisition strategy to procure services related to the following: Naval Facilities Engineering Command Marianas has a requirement for Legacy Aircraft (LA), Aerospace Ground Equipment (AGE), and Support Equipment (SE) Wash Services at Andersen Air Force Base (AAFB) located in Guam. The intent of this acquisition is to provide a contracted wash team and labor force with the appropriate skills and certifications to ensure a quality LA wash and lubrication; washing of AGE; and washing of SE for the 36th Maintenance Group at AAFB. The solicitation number is anticipated to be N40192-16-R-7011. The purpose of this notice is to gain knowledge of qualified and interested parties in any of the following categories: small business; U.S. Small Business (SBA) certified 8(a) business development participates; SBA certified HUBZone small business concerns; service-disabled veteran-owned small business concerns; veteran-owned small business concerns; and women-owned small business concerns. Potential sources should have current relevant qualifications, experience, personnel, security approvals, equipment, and capabilities to perform aircraft and equipment washing services. The type of set-aside to be issued will depend upon responses to this sources sought notice. The Government will use the sources sought responses along with other market research to make various determinations regarding procurement of these services. Any resulting contract will be a Firm-Fixed-Price (FFP) and include Indefinite-Delivery Indefinite-Quantity (IDIQ) provisions. The contract term will include a base period of one-year, with four one-year option periods. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. The NAICS Code for this procurement is 488190- Other Support Activities for Air Transportation and the annual size standard is $32.5 Million. Industry will be notified of the results of this evaluation and the set-aside determination via the pre-solicitation/synopsis notice.
