- PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (US EPA), Cincinnati Procurement Operations Division (CPOD) and Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Air Pollution Prevention Control Division. The EPA/ORD/NRMRL/APPCD has a requirement for a Thermal Optical Analyzer (TOA) at EPA's Laboratories in Research Triangle Park, North Carolina. The TOA shall be capable of measuring OC, EC, and CC collected on quartz fiber filters. It shall be capable of performing multiple, widely-accepted thermal-optical protocols including, IMPROVE, NIOSH5040 and EUSAAR. Input of user-defined methods shall also be possible. The machine shall have a dual optics laser diode set-up that allows for both light transmittance and reflectance to be measured. It shall have an oven-catalyst system and flame ionization detector (FID) or similar detector capable of measuring methane or CO2. The analyzer shall have electronic pneumatics for gas flow control. Instrumental control, data acquisition, and calculation of measurement results shall be conducted using a Windows based computer loaded with appropriate TOA analyzer software. Equipment installation and training shall be performed by the manufacturer. Minimum government specifications are provided below: A.The TOA analyzer shall contain a temperature-programmable oven system and port for sample introduction. The programmable temperature range shall be 30 °C-950 °C. B.The instrument shall have automated electronic valve control for at least six gas types (He, He-O mix, CH4 mixture, H2, and Air). C.The analyzer shall contain a catalyst system capable of oxidizing evolving carbon to CO2 or reducing it to CH4. D.The TOA analyzer oven shall be capable of forming a He only atmosphere. E.The TOA system shall contain a temperature-stabilized diode laser system (5-6 mW) that meets all international safety standards. The wavelength of the system shall be 600 nm - 700 nm. F.The TOA unit shall contain dual optics and therefore be configured for reflectance and transmittance. G. The TOA shall be outfitted with an FID with built-in ignition. H.The TOA shall have a minimum detection limit of 0.2 micrograms and be linear over at least three orders of magnitude. I.The instrument shall be capable of a relative standard deviation of 5% or less at 40 micrograms of C. J.The instrument shall be operable on a dedicated circuit at 120 VAC, 15 amps and shall be UL listed, undergo an electrical inspection and certification. K.The instrument shall include a laptop computer using the latest Windows 7 or 8 professional platform. The computer shall have: (i) 4GB of RAM; (ii) a solid state drive of at least 128 GB; and (iii) screen size of at least 12 inches. The laptop shall be loaded with instrument operation, data collection, and calculations applications. These applications shall be updated for a period of two years at no cost to EPA. The supplied laptop computer shall be interfaced to the TOA instrument. The instrument shall be delivered with spare supplies including: (i) two sample boats; (ii) spare methanator tube and quartz oven; (iii) spare heating coils and pre cleaned 1/8 inch copper tubing for carrier gas lines. This acquisition is being conducted as a competitive total small business set-aside. It will be accomplished using FAR Part 12 and FAR Part 13 procedures. The EPA anticipates awarding a single fixed price purchase order. The EPA anticipates award will be made by June 21, 2016.
