- TABLE I REQUEST FOR INFORMATION: NAVY CLOTHING AND TEXTILE RESEARCH FACILITY FLAME RESISTANT AND ARC RATED MATERIALS Background : The Navy Clothing and Textile Research Facility (NCTRF) is conducting a market survey to determine the availability of flame resistant (FR) and arc rated materials for use in a shipboard uniform. The objective of this research is to identify flame resistant and arc flash protective materials for shipboard clothing applications. After review and initial physical test evaluation of industry submissions, the most promising fabrics may be down selected and subjected to additional physical property testing. Successful candidate fabrics could be used in future uniform procurements. Description : NCTRF seeks to identify cost-effective flame resistant and arc rated materials for use in shipboard uniforms. Commercially available, as well as experimental materials, utilizing durable finishes and/or inherently protective fiber compilations will be considered for evaluation. The material should be capable of meeting or exceeding the physical and performance characteristics outlined in Table I which can be found as an attachment to this sources sought. Flame Resistant Requirements : Materials submitted shall meet, at a minimum, FR requirements when tested in accordance with ASTM D6413 - Standard Test Method for Flame Resistance of Textiles (Vertical Test). All submissions must have a maximum after flame of two seconds and a maximum char length of five inches, and shall not melt or drip when tested in accordance with ASTM D6413 before and after 50 launderings. Submissions will not be considered if they do not meet the vertical flame requirements. Please note: When the material is tested in a system in accordance with ASTM F1930 - Standard Test Method for Evaluation of Flame Resistant Clothing for Protection Against Fire Simulations Using an Instrumented Manikin, the system shall have no more than 25% (Threshold), 15% (Objective) total burn injury prediction including second degree and third degree burns during a three (3) second exposure at 2.0 cal/cm2/sec heat flux. Arc Flash Protection Requirements : Materials submitted shall meet arc flash requirements when tested in accordance with ASTM F1959 - Standard Test Method for Determining the Arc Rating of Materials for Clothing. All submissions must have a minimum arc rating of 8 cal/cm² before and after 50 launderings. Submissions may be considered if they do not meet the arc flash requirements. Candidates : To respond to this RFI, interested candidates are REQUIRED to submit the following for their submission to enable the Government to efficiently evaluate the viability and benefit of the proposed material(s): 1. A material description, to include product description, identification of fiber blend (including fiber percentages), performance characteristics, production lead time, fiber production location, yarn production location, weaving/knitting location, finishing location, and illustrations/photographs with corresponding descriptive information that best describes the material. Complete disclosure of chemical treatment if using topical finish, applicable Material Safety Data Sheets (MSDS) and documentation for Berry Amendment, 10 USC 2533a, compliance is required. 2. Vertical flame test results (IAW ASTM D6413) must be provided for each submission. Test results must include before and after 50 launderings. 3. Arc flash test results (IAW ASTM F1959) must be provided for each submission. Test results must include before and after 50 launderings. 4. Any additional physical property test data may be submitted but is not required. 5. An estimated unit cost per linear yard (specify width of material), which may be broken down by quantity reflecting economies of scale. 6. A minimum of 5 yards in any color or print available and written assurance that the material can be produced in these solid colors: Navy blue 3384 and Khaki 3729. 7. Information which certifies that the finished product is composed of materials which have been safely used commercially or provide sufficient toxicity data to show compatibility with prolonged, direct skin contact. The finished cloth shall not present a dermal health hazard when used as intended. Submissions are limited to five (5) materials per candidate. Initial fabric samples and required documentation submitted by interested candidates are due by COB 03JUN16 at NCTRF. Information will be handled as proprietary and samples will not be returned.
