- DRAFT PERFORMANCE WORK STATEMENT (PWS) RFI Purpose: The United States Department of Education (Department) is issuing this notice in an effort to conduct market research for 8(a) companies that have the technical capability to support the Department in providing help desk customer support and training services. Please see the attached draft Performance Work Statement (PWS) for details. Respondents shall provide the following information: 1. Company name; 2. Company address; 3. Company Website URL; 4. Company point of contact (name, telephone number, and email address); 5. Business Size Standard 8(a) and Designations; 6. Previous contract(s) performing same or similar services as identified in this notice, to include contract type (Firm Fixed Price, Time & Material, etc.); overall contract value; agency/business Entity contracted with; and a brief overview of services performed, including success in accomplishing the client's objectives. 7. Capability statement that addresses the company's qualifications and ability to perform as a prime contractor for the work described in the attached PWS; 8. Give examples from pervious projects where you provided added-value services; 9. What mechanisms will you implement to ensure the help desk is operating effectively and efficiently; 10. What is your experience in hiring help desk analysts that are qualified and experienced working with help desk software, procedures, and in a customer-centric environment; 11. Give examples on what you did to maintain and /or employee morale and engagement; 12. What is your experience with knowledge management, specifically creating and maintaining knowledge bases on the systems being supported which are available to the end users; 13. How will you ensure the quality, accuracy and breadth of the knowledge bases 14. What help desk software do you have experience with (including telephony, call routing, and ticket tracking systems); 15. What techniques do you use to ensure effective recruitment and find qualified candidates? How long does it typically take to fill positions; 16. Is this Company a General Services Administration (GSA) holder? If yes, please provide the GSA Contract number; and, 17. Other Suggestions that would improve the Department's draft PWS. Important Note: This is a source sought/request for information (RFI) notice to identify an 8(a) company, solely for information and planning purposes. It shall not be considered as an invitation for bid (IFB), request for Quote (RFQ), request for proposal RFP, or as an obligation on the part of the government to acquire any products or services. Any response to this RFI is purely voluntary and will be treated as information only. The government assumes no financial responsibility for any costs incurred. The information provided may be used by the Department to develop its acquisition strategy and the related statement of work, statement of objectives or performance specifications. Not responding to this notice does not preclude participation in any future solicitation, if issued. In addition, the Department does not intent to post questions and responses as an amendment to this notice. Instead, the Department intends to take those questions as items that will be utilized to strengthen the Department's requirements documents. RFI Submission Requirements: Proprietary Information is not being solicited; however, if it is submitted, it should be appropriately marked. Please note that all submissions become Government property and will not be returned. Limit your formal submission to no more than 14 pages, to include cover letter and response. In addition, you may include up to two attachments that consist of briefing slides, pre-printed commercial brochures or sales literature. All responses must be submitted electronically. All items must be in Microsoft Office or adobe pdf format. Any responses to this notice with the requested information shall be submitted via e-mail only to the Contract Specialist Nena Getachew at Nena.Getachew@ed.gov, with a courtesy copy to the Contracting Officer.
