- Attachment 1 to Sources Sought Sources Sought Technical Description for Next Generation Chemical Detector Increment 1 (NGCD 1) Aerosol and Vapor Chemical Agent Detector (AVCAD) DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. THE GOVERNMENT WILL TAKE INTO CONSIDERATION THE COMMENTS AND SUGGESTIONS PROVIDED, BUT DOES NOT ANTICIPATE PROVIDING ANY RESPONSES TO ANY COMMENTS OR SUGGESTIONS SUBMITTED. INTRODUCTION. The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Edgewood Division in Edgewood, Maryland 21010-5401 is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having interest and industry technologies available to support/provide the engineering and manufacturing development (EMD), low-rate initial production (LRIP) and full-rate production (FRP) of the NGCD 1, hereafter referred to as the AVCAD. The Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD), Joint Project Manager for Nuclear, Biological and Chemical Contamination Avoidance (JPM NBC CA) will use the information acquired from this Notice to optimize the AVCAD acquisition strategy. The results of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged. PROGRAM BACKGROUND. The AVCAD program is currently in the Technology Maturation and Risk Reduction (TMRR) phase. Through full and open competition, ACC-APG awarded three contracts to fabricate prototypes and mature the technologies to meet the requirements based on the 2013 draft Capability Development Document (CDD) for AVCAD. The Government is currently evaluating these prototypes. The JPM NBC CA is seeking sources that have a design that is sufficiently mature, at TRL 6 or higher, to meet the AVCAD requirements identified in this Notice. a. Develop the system(s) to TRL 8. b. Design-in critical supportability aspects. c. Test and evaluate to confirm chemical detection performance, interoperability, operation and storage in induced and natural environments, and reliability and logistical supportability. DESIRED CAPABILITIES. The Government desires a portable system capable of detecting and identifying vapor and aerosol chemical hazards to meet AVCAD requirements. The AVCAD will operate in both dismounted and mounted configurations. The U.S. Army, Air Force, Navy, and Marine Corps will use the AVCAD to conduct or support their missions. These missions include monitoring, collective protection, base defense, decontamination, unmasking, dismounted reconnaissance, mounted reconnaissance (on the Stryker Nuclear Biological Chemical Reconnaissance Vehicle (NBCRV)), shipboard (replacing the current shipboard chemical detection system), and aviation (CH-47 Chinook, OH-60 Blackhawk, and CH-72 platforms for surveillance and survey of cargo and personnel). a. System Guidance. The information below is provided to identify some notional guidance on desired system attributes to help with responses to this Notice. (1) Be one-man portable, i.e., having a volume of 0.5 cubic foot or less, having a weight of 10 pounds or less, including internal batteries. (2) Detect and identify vapor and aerosol traditional Chemical Warfare Agents (CWAs) at very low levels. (3) Detect and identify aerosol Non Traditional Agents (NTAs). The list of classified NTAs will be made available if an RFP is released. (4) Have a Mean Time Between Operational Mission Failure (MTBOMF) of not less than 750 hours. (5) Have a Mean Time Between False (positive) Alarm (MTBFA) of not less than 50 hours. (6) Provide wireless connectivity from the detector to a remote alarm positioned at a distance of not less than 500 meters. (7) Be capable of continuous operation when using host platform or fixed-site power sources. (8) Be capable of operation for 12 continuous hours when using battery power. ELIGIBILITY. The applicable NAICS code for this requirement is 334519 Other Measuring and Controlling Device Manufacturing with a Small Business Size Standard of 500. The Product Service Code (PSC) is 6665 Hazard-Detecting Instruments and Apparatus. SUBMISSION DETAILS. Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point, including images, data displays, charts, graphs, and tables) demonstrating ability to provide the products/systems listed in this Technical Description. Interested businesses are encouraged to ensure their submittals are complete and address all items outlined within this notice. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. a. Content. In your response to this Notice, please address the following: (1) Your company's capability to design and manufacture a system that will meet the performance requirements stated in this Notice. If you have any reservations regarding the achievability of any requirement, please so state in your response to this Notice, along with supporting rationale. (2) General description of the system your company currently has or may design to address the requirements in this Notice. Include any performance data you may have, such as chemical warfare agents tested and detection levels achieved. (3) The current technology readiness level (TRL) using the maturity criteria/definition provided in Attachment 1 and describing why the system meets or exceeds TRL 6. (4) Projected quality, reliability, maintainability, and supportability data. (5) Projected supportability and obsolescence issues. (6) Projected operator and unit maintenance, preventive maintenance, checks, services (including calibration), and recommended frequency intervals. (7) Projected support equipment needed for operation, maintenance, and sustainment. (8) The design, development, and testing process needed to develop a system that meets the required capabilities described in this Notice, including estimated development time and associated risks, including what technical data rights, if any, the Government may be lacking to accomplish organic maintenance and sustainment of the AVCAD. (9) Your company's facility clearance status. If your company does not possess a facility clearance, please state any plans to obtain a facility clearance and the number of personnel within your company holding a U.S. Government security clearance. b. Submission Instructions. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted in either Microsoft Word or Portable Document Format (PDF), via email to: linda.s.ensminger.civ@mail.mil, and carolyn.m.matz.civ@mail.mil, no later than 13 June 2016, 1:00 p.m. Eastern Standard Time and reference this synopsis number in the subject line of the e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX, website address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. The Government may elect to share responses with Government support contractors. Interested businesses in response to this notice should not anticipate feedback regarding their submission; other than acknowledgment of receipt which the Government will attempt to provide for all responses.
