IAC Preferred Use Memorandum This special notice is to inform industry that: Special Notice/CHANGE- Solicitation: FA8075-17-R-0001-IAC TAT Multiple Award IDIQ Contracts - Full & Open with Small Business Set Aside Program : Defense Technical Information Center (DTIC) Information Analysis Center Technical Area Tasks (IAC TAT) NAICS/Size: The NAICS code for this $33B acquisition is 541712 - Professional, Scientific and Technical Services - Research and Development in the Physical, Engineering and Life Sciences (except biotechnology). T he Small Business size standard is 1000 employees. Industry Day Open Market Event : Date: 16 June 2016, from 9:00 AM to 12:00 PM EST ; Location: Defense Logistics Agency Headquarters Auditorium (Andrew T. McNamara Complex) 1. An open industry day forum to discuss the DTIC IAC TAT acquisition, program milestones and updated acquisition ideas as presented in this Special Notice will be held on 16 June 2016, from 9:00 AM to 12:00 PM Eastern, at the Defense Logistics Agency Headquarters Auditorium (Andrew T. McNamara Complex), 8725 John J. Kingman Road, Fort Belvoir, VA 22060-6217. The Government is interested in Industry feedback on the IAC TAT acquisition and will utilize the feedback in the development of the acquisition strategy and DRAFT solicitation. Attendees must send their name, email address and the full organization/corporate name (not just acronym) of every individual who will be in attendance to dtic.belvoir.iac.mbx.iac-conference@mail.mil. Also list if the company is a small business under NAICS 541712/Size standard 1000 employees and provide their corporate website URL. This information shall be submitted to dtic.belvoir.iac.mbx.iac-conference@mail.mil no later than 12:00 PM Eastern on 27 May 2016. The deadline above is required to adhere to DTIC Building Security requirements. Personnel who have not submitted all information listed above by the required date/time may not be admitted to the event. 2. Facility access is through the Main Gate (signed "Gate 1", which is actually the second gate if you are coming from Rt. 236), accessible from John J. Kingman Road. A valid government issued photo ID is required for gate entry to the complex. Surface parking is available in the lot surrounding the building in any un-numbered space. Handicapped parking is available in spaces closest to the building, as marked. The guards will check for photo ID. A desk will be set up just inside the entrance for check-in and badging. 3. Industry input is integral to the successful development and execution of acquisition strategies for Defense procurements. In addition to the feedback you will be providing via your attendance at the referenced Industry Day Event, the Government also requests your written input on the following question regarding the IAC TAT acquisition (IDIQ Contracts- F&O Competition Pool). This question is applicable only to companies that are large businesses under NAICS 541712/Size Standard 1000 employees. Submit your response to jeffrey.study.1@us.af.mil not later than 4:00 PM Central on 27 May 2016. Question : SB Participation Requirements (i.e., not 'Subcontracting Plan' requirements in accordance with FAR 52.219-9). The Government is now placing additional SB Participation Requirements in its solicitations to promote enhanced opportunities and enforced accountability throughout contract performance. One requirement in particular involves adding a minimum SB subcontracting percentage requirement via use of a special contract requirement (Section H clause). This percentage requirement is based on 'total obligated dollars' - not total subcontracting dollars. Given the nature of the Services (R&D and advisory and other user services for complex, scientific and technical requirements ) contemplated for this IAC TAT IDIQ Contract(s) under NAICS 541712, what is a 'reasonably achievable' percentage level of small business subcontracting based on 'your company's demonstrated past performance records' and based on total contract dollars? 4. The Government will seek to award a $33 Billion dollar Information Analysis Center Technical Area Tasks (IAC TAT) multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for the Defense Technical Information Center's (DTIC) Information Analysis Center (IAC) Technical Area Tasks (TATs) contract vehicle. The Government reserves the right to award an approximate number of contracts in total or a different mix of SBs and full and open/unrestricted awards if the Source Selection Authority (SSA) determines it is in the Government's best interest. The SSA will consider the Government's expected volume of work, available funding, adequate competition, and the availability of best-value proposals. Each contract under this vehicle is anticipated with pending approval to have a ten year ordering period. Individual task orders will be competed using Fair opportunity rules cited in FAR 16. 5. Interested parties are ADVISED regarding an Organizational Conflict of Interest (OCI). An OCI would exist if the Prime contractor from the Cyber Security Information Analysis Center (CSIAC), Defense Systems Information Analysis Center (DSIAC) or Homeland Defense and Security Information Analysis Center (HDIAC) Basic Center Operation (BCO) contracts, responsible for searching/disseminating data from the repository of DTIC's scientific and technical information (STI) or initially assisting a potential TAT customer via a technical inquiry, was also a Prime or Subcontractor competing for any IAC TAT award (IDIQ contract and/or performing on a task order). The CSIAC, DSIAC and HDIAC BCO acquisitions were all solicited as 100% small business set-asides. T he Government is completely avoiding this OCI risk by precluding all of the BCO Prime contractors from being a Prime or Subcontractor under an IAC TAT contract or task order award. The IAC TAT IDIQ contracts will include requirements spanning the focus areas of Software Analysis; Information Assurance; Knowledge Management and Information Sharing; Modeling and Simulation; Survivability/Vulnerability; Reliability, Maintainability, Quality, Supportability, and Interoperability (RMQSI); Military Sensing; Advanced Materials; Weapon Systems; Energetics; Autonomous Systems; Directed Energy; Non-lethal Weapons; Chemical, Biological, Radiological and Nuclear Defense; Weapons of Mass Destruction; Critical Infrastructure Protection; Homeland Defense and Security; Biometrics; Medical; Cultural Studies; Alternative Energy; Specific IAC TAT projects will be acquired under separately funded task orders. The IAC TAT task orders may include Research & Development (R&D) and/or advisory and other services for complex, scientific and technical requirements. TAT projects will originate from evolving/emerging Government requirements, will usually necessitate a rapid response, and will often integrate the expertise of a diverse cadre of professionals from across various disciplines. The Government encourages interested large and small businesses to consider teaming arrangements, partnerships, joint ventures, etc., when considering this IAC TAT acquisition opportunity. Cross-teaming is a teaming arrangement in which prime contractors participate as a subcontractor/team member with another prime or team member/subcontractor and/or subcontracts/teams with more than one prime contractor. Any contractor may, for example, compete to be the prime for one team and a subcontractor for another team. It is the Government's policy to recognize the integrity and validity of contractor team arrangements and to not restrict the market, provided the arrangements are identified and company relationships are fully disclosed in an offer. The Government will not normally require or encourage the dissolution of contractor team arrangements. However, the OCI information as stated in paragraph above must be factored into any Industry teaming considerations. The development of the IAC TAT acquisition DRAFT solicitation is still in progress. When the draft solicitation becomes available it will be posted on FBO. The Government is not seeking comments or questions at this time and any such comments/questions received will not be considered at this time. However, Industry will be provided an opportunity to comment on a DRAFT solicitation, including the PWS, once it is released. The Government also intends to issue a Request for Information (RFI) Questionnaire to Industry for market research purposes, before the industry day so attendees can ask questions concerning the planned acquisition and the RFI. 8.
