- This is a Pre-solicitation Synopsis Notice for a new single award contract for design and construction of a new bridge structure on Old Georgetown Road crossing over Cowhouse Creek at Ft Hood, Coryell County, Texas in support of the US Army Corps of Engineers (USACE) Southwestern Division (SWD) Fort Worth District (SWF). THIS IS FOR INFORMATION ONLY: This Notice is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming, No other information will be provided and no responses are required. 1. CONTRACT INFORMATION: Solicitation W9126G-16-R-0079, which will be a Design-Build, Firm-Fixed Price Contract, 2-Step RFP. Place of performance will be at Fort Hood, Texas. This action will be 100% Small Business Set-aside. 2. PROJECT INFORMATION: The Contractor shall Design and Construct a bridge along Old Georgetown Road over Cowhouse Creek, on Fort Hood, Coryell County, Texas, extending along Old Georgetown Road, including approach roadways, embankments, channel modification, establishment and maintenance of the storm water prevention pollution plan, signage, striping, traffic control and the removal of the existing low water crossing roadway and elliptical corrugated pipes. 3. EVALUATION INFORMATION: This contract will be evaluated using the Two-Step RFP Design-Build Selection Procedures, Best Value. The most highly qualified offerors will be selected in the first phase after evaluation, based upon Phase One evaluation factors. This limited number of offerors will be requested to submit Phase Two proposals, to include a technical and price proposal. The Government will evaluate the Phase Two proposals in accordance with the criteria described in the solicitation, and will select one contractor for award of this contract. 4. ESTIMATED POSTING DATE: The estimated solicitation issue date will be on or about 1 July 2016 under solicitation number W9126G-16-R-0079. Phase One proposals are anticipated to be due approximately 15 days from issuance of the Phase 1 Solicitation. The North American Industrial Classification System (NAICS) code applicable to this project is NAICS code 237310 (Highway, Street, and Bridge Construction), which corresponds to SIC 1622. The Small Business Size Standard is $36.5 Million.
