Description
The National Park Service, Washington Contracting Office, Historic Preservation Training Center, is soliciting proposals for all labor, materials and services to restore the USS Maine Memorial in Arlington National Cemetery, Arlington, VA. Work is as follows: (1) Restoration of the Mast: Includes removal of lead-based paint through a combination of chemical and laser techniques from the mast, crow ¿s nest, mast shroud and rigging components. Steel repairs and surface preparation will be done to prepare the mast for application of a new four-layer coating system identified in the specifications. (2) Roof Restoration: Includes removal of stone roof pavers, setting bed and existing waterproofing. Installation of a new concrete curb at the roof perimeter, new waterproofing and a setting bed will be required. Stone roof pavers will be re-set and install anchorage improvements. (3) Reduce Humidity Within the Mast: Includes the provision and installation of a new compressor and air dryer in the Memorial as well as installation of drainage and air flow holes in the mast and installation of moisture reading ports. (3) Hazardous Material Abatement: Removal of asbestos and lead caulk at waterproofing and flashing and removal of lead-based paint on the mast, crow ¿s nest and shroud and rigging components. (4) Drainage Improvements: Install new 2 ¿ diameter drain pipe within roof setting bed. Extend new roof waterproofing material underneath the perimeter built-in gutter. Reline the built-in gutter with copper as noted in the details on the drawings. Install two-stage drain in perimeter built-in gutter. Remove historic marble floor tiles and install a two-stage drain in the Memorial floor. (5) Bronze Restoration: Repair bronze door and gate locking mechanism and embrasure grill frames. Perform conservation treatments to bronze plaques, bell, gate, door, embrasure grills and mast collars. (6) Marble Conservation: Conduct four marble cleaning tests and cleaning treatments on the interior floor, walls, ceilings and window sills. Reinstall marble floor tiles removed to facilitate installation of the two-stage drain in the Memorial floor. (7) Electrical Service: Provide and install electrical service to the Memorial through an underground connection to the existing panel at the Memorial Amphitheater. Installation of a new panel board and load center inside a new manhole near the Memorial site from the manhole to a new receptacle within the Memorial is needed. Work will be coordinated with a separately contracted rigging specialist who will be responsible for installing the restored rigging/shroud. The estimated construction range for this project is between $1,000,000 and $5,000,000. A tentative date for the Preproposal Conference and Site Visit is scheduled for June 20, 2016 at 9:30 a.m. however the issued Solicitation shall be checked to verify the final date. The meeting will be held at the Mast of the Maine Memorial located within Arlington National Cemetery, Arlington, VA. Three days prior to the meeting the names and requested information for those attending the meeting shall be provided to Sheila Rushlow (contact information below). Proposals will be evaluated by the Technical Evaluation Panel using the Evaluation Criteria and assigned weights identified in Sections L and M of the Solicitation. The Government anticipates award of a firm-fixed price contract on or before August 20, 2016. The Solicitation with be issued electronically on the Federal Business Opportunities Website https://www.fedbizopps.gov with a link for further connection to FedConnect at https://www.fedconnect.net Offerors interested in the doing business and receiving a copy of the Solicitation must register on both the Fed Biz Opps (www.fedbizopps.gov) and Fed Connect (https://www.fedconnect.net) websites. The Solicitation with specifications shall be posted on or about June 9, 2016. NO HARD COPIES OF THE PACKAGE WILL BE ISSUED. A hard copy of the Technical and Business proposal shall be submitted to the address identified in the Solicitation package, on or before 12:00 p.m. local prevailing time on July 7, 2016.
