- TITLE: Focus Variation Optical Surface Topography Microscope OPDIV: NIST, Physical Measurement Laboratory (PML) This is a SOURCES SOUGHT NOTICE to determine the availability of potential businesses in accordance with FAR 7.104(d). The potential business will need to demonstrate the capability to perform all facets of the work described below. The sole intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes. This is not an invitation for bid, request for proposal, or other solicitation, and in no way obligates the National Institute of Standards and Technology (NIST) to award a contract. BACKGROUND The National Institute of Standards and Technology's (NIST) Engineering Physics Division (EPD) provides leadership in forensic firearm and tool mark analysis research. EPD has ongoing research collaborations with federal and local forensic laboratories in addition to various academia and instrument manufacturers. As part of these collaborations, EPD develops objective comparison criteria, methods for the improvement and quality control of forensic sample measurements, and scientifically rigorous procedures to obtain quantitative estimates for the uncertainty or error rates of tool mark identification results. As such, it is necessary to be able to evaluate different measurement technologies and methodologies to understand their contributions to the uncertainty of identification results. As a part of current research obligations and efforts, NIST requires an optical surface topography instrument. CONTRACTOR REQUIREMENTS To meet the purpose and objective of this requirement, the Contractor shall provide documentation demonstrating the capability to provide one (1) focus variation optical surface topography microscope. In addition, the offered system shall be capable of meeting or exceeding the salient characteristics below as well as providing installation and training of the proposed system on-site at the NIST facility in Gaithersburg, MD. 1.Instrument Capabilities. a.)The instrument shall have the capacity to provide optical measurement of the 3D surface topography of a sample based on focus variation techniques. b.) The instrument shall have, a minimum of three (3) microscope objectives, inclusive of: i.) 10X with numerical aperture (NA) of at least 0.3, working distance of at least 15 mm, and field of view of at least 1.6 mm by 1.6 mm. ii.) 20X with NA of at least 0.45, working distance of at least 15 mm, and field of view of at least 0.8 mm by 0.8 mm. iii.) 50X with NA of at least 0.6, working distance of at least 10 mm, and field of view of at least 0.32 mm by 0.32 mm. With the 10X, 20X, and 50X objectives, the lateral resolution, as specified by the lateral period limit in ISO 25178-606: 2015 shall be no worse than 5 µm, 2.5 µm, and 1 µm respectively. c.)The instrument shall have a motorized x-y sample positioning stage with linear or grid encoders (e.g., glass scales) for measuring the displacement of each axis. The displacement measurement resolution shall be 500 nm or less. The minimum programmable displacement increment shall be 1 µm or less. d.)The instrument shall have a motorized z stage for focus adjustment and focus data acquisition with encoders (i.e., glass scales) that allow the determination of the z position to within +/- 10 nm. e.)The instrument shall have a high-accuracy motorized combination tilt and rotation stage with rotation and tilt position accuracies being within +/- 20 minutes of the measured angles, respectively. f.)The instrument stage travel ranges shall have the following capabilities: i.X and y directions must have at least 100 mm of travel each ii.Z direction must have at least 100 mm of travel g.)To meet ISO 10360-8, for x and y directions up to 10 mm, on the 20X objective, the EBi:Tr:ODS,MPE shall be 2.0 µm or better. h.)To meet ISO 10360-8, for the z direction up to 1 mm, using the 20X objective, the EUni:St:ODS,MPE shall be 0.2 µm or better. i.)At 20X and 50X, the instrument shall have the capability to sample the measured surface with a lateral resolution of 1.0 µm or smaller interval. j.)At 20X and 50X, the instrument shall have a vertical measurement resolution of 100 nm or smaller. k.)To meet ISO 25178-604:2013, the RMS Noise of the instrument shall be 10 nm or smaller at 50X (as measured on a NIST supplied steel surface with random surface finish of Ra < 0.3 µm with λc = 250 µm) l.)The instrument shall have a joystick allowing for x, y, z, tilt and rotation positioning control. m.)The instrument shall have the capability to accommodate samples up to 150 mm high. n.) The instrument illumination source shall have the capacity to provide: i.Electronically controllable coaxial illumination with a visible light LED source. ii.Electronically controllable LED ring light illumination (for providing higher angles of illumination). 2.) Hardware and Software Requirements The instrument above, shall be accompanied by a PC controller. The PC controller shall be capable of running software to perform the following functions: a.)Data Acquisition: The data acquisition software shall have the capability to coordinate the motion of linear and rotation stages to enable automated stitched measurements of a curved surface, such as the mantle of a cylinder (bullet). The software shall have the ability to stitch the obtained 3D surface topography images into a model for the 3D topography of the measured sample surface. b.)Analysis: Due to compatibility requirements with existing systems, offerors are requested to provide information on their ability to provide Mountains Maps Software for 3D roughness and statistical analysis. Trade and Service 1.Vendors should include information regarding warranty availability, duration and coverage. 2.The vendor should provide information on their ability to provide application engineering support for the instrument demonstrated, inclusive of response times.
