- This is published as a sole source announcement under the statutory authority at 10 USC 2304(c) (1), and regulatory authority at FAR 6.302-1(c), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Brand Name Description. The Army Contracting Command, Aberdeen Proving Ground, Division E, Tobyhanna Branch, Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466 intends to solicit and award a firm-fixed priced contract for Brand Name only Ultralife Battery Charger, Part Number: CH0007, Quantity: 36 manufactured by Ultralife Corporation, 2000 Technology Parkway, Newark, NY 14513; Phone: 315-332-7100. The brand name Ultralife Battery Charger is required by the U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), to field Precision Real-Time Location System (PRTLS) radios, Data Communications Interface (DCI), to the U.S. Army's Joint Multinational Readiness Center (JMRC) in Hohenfels, Germany. Equipment shall be new. Used or refurbished, gray or aftermarket items will not be considered. Delivery is required within 5 months from date of award. The Ultralife Battery Charger, Part Number: CH0007, is the only known commercial off the shelf (COTS) battery charger that uses Direct Current (DC) power and is vibration, humidity, and thermal shock resistant as per MIL-STD-810F or the commercial equivalent, SAE J1211_201211. The source of electricity for the battery chargers must be DC, as these chargers must be compatible to work in the various military training vehicles being utilized at the U.S. Army's JMRC, and the vehicles only have DC power. The battery chargers must withstand the rough terrain conditions while being secured within the vehicles per MIL-STD-810F or the commercial equivalent, SAE J1211_201211. This notice of intent is not a request for competitive proposals for other than the brand name Ultralife Battery Charger. Any responsible firms believing they can provide a product that is equilavant to the Ultralife Battery Charger, Part Number: CH0007, should within ten (10) days of this notice, contact in writing the Contract Specialist identified below, and submit a capability statement describing the product's capability to meet the Government's requirement, which will be reviewed for consideration. Used, refurbished, gray or aftermarket items will not be considered. The NAICS Code is 335999 and the size standard is 500 employees.
