- Description
- General. The Architect of the Capitol and Congressional Cable Television System (CCTS) provide cable service to Congress, members of Congress, support staff and supporting agencies. Providing a full deployment of 1 GHz in clear QAM to all of the AOC campus, totaling of 26 government buildings. Background. (dates are approximate) 1976 - The first proposed 13 channel system was requested by both Senate Rules and House Administration. It started with a single rack in the attic of the Russell Senate Office building. 1981 - New design for the system was implemented with a joint cable system located in the Russell Senate Office Building subway platform to the Capitol completed in 1983. 1987 - Migration of a new Senate headend was built to support a complete switcher to control all aspects to both systems with the current system at 59 Analog channels for Senate and 54 Analog channels for House CATV systems. 2002 - CCTS once again increased with the first deployment of Digital transmission available on the system with the Digital broadcast of House and Senate floors on the CCTS system. 2008 - CCTS was upgraded to 59 Analog channels for both House and Senate and joint Digital deployment from channel 62.1 to 81.3 with 42 additional Digital channels available. 2010 - CCTS headend was upgraded with a premium digital router, with a complete operational system with state of the art electronic equipment from base band to 3Ghz Video feeds, with Analog, SD, HD and 3G processing requiring systematic design, maintenance to receive optimal performance for Congress. 2015 - CCTS was improved to deploy 59 Analog channels and 62.1 to 110.1 full digital clear QAM HD and SD channel lineup separating the House. With a full digital 3.1 to 87.3 clear QAM HD and SD channel lineup for the Senate. Scope. The AOC is seeking Contractors with the ability to provide CCTS with Unencrypted MPEG2 IP Transport streams utilizing existing fiber infrastructure. The contractor will be responsible for intercepting the AOC CCTS Fiber Optic Infrastructure in any one of the Senate, House or Library of Congress buildings. Content will include a 60 channel lineup of commercial content which includes Local Affiliates, National News, Public Broadcasting, and C-SPAN. The exact line up has yet to be determined. The Contractor recommended solution should be scalable and offer redundant backup power supplies. RFI submissions should be directed to torey.fezer@aoc.gov. This is a Request for Information (RFI) notice only. This RFI is for informational and planning purposes only and it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this sources sought will be safeguarded and handled in accordance with applicable Government regulations. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. Small businesses with the capability to meet the requirements are encouraged to reply to this RFI. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. Potential responders are responsible for monitoring this site for additional information pertaining to this RFI. At this time, the Government is seeking information only from all reservation system resale, software development, and/or similar companies.
