Description
This will be an UNRESTRICTED procurement. All qualified business concerns may submit offers. The New Orleans District, US Army Corps of Engineers (CEMVN) has a requirement to purchase Bottomland Hardwood-Wet Mitigation Bank Credits located within either the Eastern Louisiana Coastal Watershed (Hydrologic Unit Code (HUC) 08090203) or the East Central Louisiana Coastal Watershed (HUC 08090301) as specified below, to compensate for unavoidable habitat losses caused by the construction of the Mississippi River and Tributaries (MR&T), Mississippi River Levees (MRL), Algiers Forebay Stability Berm project. As part of the Environmental Assessment # 523, "Mississippi River and Tributaries, Mississippi River Levees, Algiers Forebay Stability Berm, Orleans Parish, Louisiana,", CEMVN will purchase BLH-Wet mitigation bank credits in the above mentioned basins to mitigate BLH-Wet/Dry habitat impacts caused by the construction of MR&T, MRL, Algiers Forebay Stability berm. The bank(s) from which credits will be purchased will be selected through a competitive solicitation/award process; any mitigation bank meeting the eligibility requirements and having the appropriate resource type of credits may submit a bid to sell credits. CEMVN may enter into one or more Contracts to purchase the needed amount of mitigation credits for each habitat type. A separate contract shall be executed for each Bank and for each habitat type. Award will be made based on low-price. A mitigation bank must meet all of the following qualifications to be eligible to sell credits to satisfy the MR&T, MRL, Algiers Forebay Stability berm mitigation requirements. For the bid to be considered responsive and for the contractor to be considered responsible, the mitigation bank shall: • be approved by USACE and in full compliance with its Mitigation Banking Instrument (MBI), its other legal instruments (such as its conservation servitude and its financial assurances) and the standards set forth in 33 CFR Part 332; and • have available Bottomland Hardwood mitigation credits within HUCs 08090203, 08090301; and • provide the habitat type that matches the habitat type being mitigated (bottomland hardwood forest); and • have a duly-recorded perpetual conservation servitude/easement. If the Offeror fails to meet all the criteria above, the Offeror will be deemed technically unacceptable and its offer will not be considered for award. Habitat assessment models used for Civil Works projects are required to be certified by Headquarters, USACE Model Certification Panel and comply with the certification criteria presented in Engineer Circular EC 1105-2-412. Version 1.0 of the Wetland Value Assessment, Bottomland Hardwood Community Model has been certified. The current revision is designated Version 1.3. To facilitate the solicitation process, USACE New Orleans District, in conjunction with the U.S. Fish and Wildlife Service, has applied Version 1.3 of the WVA Bottomland Hardwood Model to the approved banks in HUCs 08090203 and 0809030 that possess available Bottomland Hardwood credits/acres. Credit availability is based on information provided through the USACE Regulatory In-Lieu Fee Bank Information Tracking System (RIBITS). The mitigation potential for each bank based on using this version of the WVA is presented in the tables below. Any bank submitting offers to satisfy the aforementioned mitigation requirements must use the following potential for their bank to generate their offer. An Offeror may request the supporting documentation and assumptions used to calculate the AAHUs per credit/acre number only for its own bank. A separate contract shall be executed for each Offeror. Award will be based on lowest price technically acceptable offers. NAICS: 523910. Total value is estimated to cost between $30,000.00 and $40,000.00. Invitation for Bid (IFB) will be issued on or about 20 May 2016, with a bid due date established.
