Description
Request for Information Special Notice issued pursuant to DFARS PGI 206.302-1 This action is for GPS M-Code tasking and performance monitoring. The M-Code Early Use tasking and monitoring capability will provide a bridge capability to perform M-code operations with the existing control segment and the Architecture Evolution Program (AEP) until the GPS Next Generation Operational Control System (OCX) Block 1 is operational. In this context, M-code Early Use refers to the ability to receive taskings from Joint Space Operations Center (JSpOC) and create M-code uploads for GPS IIR-M, IIF, and III space vehicles based on JSpOC tasking. M-code monitoring refers to the ability to globally receive the broadcast M-code signal-in-space data as well as provide operator feedback on the success of the M-code tasking. The GPS M-Code Early Use tasking and monitoring capability will be integrated with the GPS-III Contingency Operations upgrade to AEP and with Modernized - Monitor Station Technology Improvement and Capability (M-MSTIC) receivers to provide an early use limited global M-Code operational capability for the GPS constellation. Statement of Capability: Any persons or companies interested in this notice are to respond to the requirement(s) and submit their statement of capabilities. The respondent must be able to integrate (to include any necessary development), successfully test, and deliver an operational M-Code Early Use tasking and monitoring capability, fully integrating M-Code operations with the ongoing operations of the legacy GPS signals. Integration and testing of the M-Code Early Use tasking and monitoring capability must be done in coordination with, and not impede, on-going AEP sustainment activities. The early use capability must retain security, information assurance, mission assurance, interface control, and logistics support appropriate for control of the operational GPS constellation. This notice is seeking only Prime Contractors, not suppliers of components, materials, software, or services that may be used by a Prime Contractor to deliver this capability. The respondent must demonstrate the ability to deliver this capability with minimal investment by the Government and high confidence of success. The respondent must additionally demonstrate all of the following capabilities: •(1. A high confidence solution for the M-Code Early Use tasking and monitoring capability using the operational AEP. The solution must have a very high confidence of successful acceptance by the Government and entry into operations in less than 24 months from contract award, which is anticipated to begin on the first day of Fiscal Year 2018 (October 01, 2017). •(2. A thorough understanding of the GPS Position Navigation and Timeing (PNT) mission, JSpOC tasking, GPS IIR-M, IIF, and III upload generation, modernized message and signal types, and modernized signal monitoring. •(3. A thorough understanding of the M-MSTIC receiver and GPS III Contingency Operations (COps) developments. •(4. A thorough understanding of AEP's operator screens, as well as a credible plan for modifying, integrating, and testing them to incorporate JSpOC tasking and M-Code monitoring without impact to on-going GPS operations. •(5. A thorough understanding of relevant GPS interfaces. •(6. A thorough understanding of and demonstrated performance in delivering satellite control systems with the highest levels of information assurance protections. •(7. Extensive systems engineering experience, knowledge, and background dealing with PNT systems, including system requirements analysis, test and verification, risk management, and system security management. •(8. A thorough understanding of the interface between the Selective Availability Anti-Spoofing Module (SAASM) Mission Planning System (SMPS) and AEP with respect to M-code tasking via ICD-GPS-815. The SOC shall not exceed ten one sided 8-inches by 11-inches pages in length, using fonts no smaller than 12 pitch, with page layout margins set to 1-inch both horizontally and vertically. Responses must be submitted via electronic mail as Microsoft Word or Adobe Acrobat file type attachments. This notice of proposed contract action is not a request for competitive proposals. Information furnished shall include enough detailed documentation to allow the Government to perform a proper evaluation. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. The Government will not recognize any costs associated with the submission of this SOC. The following North American Industry Classification System (NAICS) codes will be used for this effort is 517919 with the applicable small business size standard being $32.5M average annual receipts. This notice expires 15 days after publication. Submit all inquires and responses by 5:00 PM PST on 31 May 2016 to the Contracting Officer, Mr. Roy Lee, at roy.lee.11@us.af.mil. All communications that contain proprietary information must be marked as such. Written responses only will be be accepted.
