Description
PRE-SOLICITATION NOTICE SOLICITATION # VA69D-16-B-0833 Contractor shall provide construction services for Project Number 585-16-116, to Install Emergency Auxiliary Sump Pumps at the Oscar G. Johnson VA Medical Center, Iron Mountain Michigan, in accordance with the solicitation documents. This contracted work includes: Upgrade existing aged sump pump system to one that is properly sized and includes an auxiliary emergency bypass. The upgraded system will have newly installed pumps, piping, and valves that would provide a diversionary back up ability to provide emergency removal of flood waters and ensure continued function of the hospital. The system will reduce the potential risk of damage to critical equipment located in the sub-basement from flooding due to limited sump capacity and storm water system surcharges from prolonged and or above normal rain intensity. The new system will consist of installing new trench drains with steel grate coverings, connected to the existing drain piping in the sub-basement of Building 1. The system drains into the existing sump pit. The existing aged sump system will be upgraded to a newer properly sized pump system. In addition, a bypass discharge which includes new manually operable diversion valves will be connected to the existing piping system. This bypass piping will extend to the exterior of the building, where a new valve and hose bib connection will be installed. The project will include 400' of hose that will be able to connect to this piping to divert water to a safe area in an emergency flooding event. A trash pump shall be included in the project requirements to pump water out of the stairwell and prevent further flooding of the sub-basement. In addition, a new stainless ladder will be installed within the pumping station basin to access the pumps located in a pumping station behind Building 3, and all other requirements outlined in the bid package. There will be ONE pre-bid conference/site walk-through held for this project and all prospective bidders are highly encouraged to attend. Details of the pre-bid conference will be included in the solicitation package when it is posted. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is 100% Set-Aside for Service Disabled Veteran Owned Small Business (SDVOSB) firms. The SDVOSB firm must be verified in http://www.vip.vetbiz.gov, to be eligible for award. Firms must also have current registrations with the System Award Management (SAM) at www.sam.gov and Vets 100 at http://www.dol.gov/vets/vets-100.html The solicitation will be issued on or about 30 May 2016 with the bid opening on or about 29 June 2016. Dissemination of the solicitation will be limited to electronic medium. All interested Bidders (primes & subcontractors) should register at www.fedbizopps.gov so that others will know of your interest in participating in this procurement. Amendments to the solicitation will be posted at www.fedbizopps.gov. By registering to "Receive Notification", you will be notified by e-mail of any new amendments that have been issued and posted. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. All requests for information are to be submitted electronically to the Contracting Officer at mark.graveline@va.gov. Subject line of e-mail should read: VA69D-16-B-0833 Install Emergency Auxiliary Sump Pumps. The project magnitude range is between $100,000 and $250,000. The North American Industry Classification Code (NAICS) for this procurement is 238220 small business size standard of $14.0 million applies. Award is subject to the availability of funds.
