- Description
- NAVSUP FLCN Philadelphia intends to solicit on an other than full and open competition basis a bridge action for spectrum management analysis and support services in support of the Navy and Marine Corps Spectrum Offices. The procurement is being processed through other than full and open competition pursuant to the statutory authority of FAR 6.302-1. The current contract, N00189-13-D-Z009, is a Cost Plus Fixed Fee type contract which expires in July 2016. The proposed bridge action is required to provide coverage until the follow-on contract is in place. The anticipated award date for follow-on contract is 10 January 2017. The Government intends to solicit and negotiate with Odyssey Systems Consulting Group, Ltd. since they are the only source that currently has the requisite resources and personnel in place to perform the required services. Interested persons may identify their interest and capability to respond to the requirement. However, this notice of intent is not a request for competitive proposals. The Government will consider all information received within fifteen days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Such information, if submitted, should be forwarded to NAVSUP Fleet Logistics Center Norfolk Contracting Department, Philadelphia Office, 700 Robbins Ave., Bldg. 2B, Philadelphia, PA 19111-5083, to the attention of John Krystopowicz, Code 290.2X. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for information received. The applicable North American Industry Classification System (NAICS) code is 541330/$15M.
