Attachment 001 REQUEST FOR INFORMATION: This announcement constitutes an official Request For Information (RFI). This is a request for information only, as defined in FAR 15.201(e) regarding exchanges with industry before receipt of proposal. This RFI is issued for market research and for planning purposes only, and shall not be considered a Request for Proposal (RFP) or Invitation for Bid (IFB); an obligation from the U.S. Government (USG) to acquire any products or services; or an authorization to incur any cost in anticipation of such authorization. The USG does not intend to reimburse respondents for information solicited or for costs of any other activities associated with responding to this RFI, including participation in any demonstration. The information provided herein is subject to change and in no way binds the USG to pursue any course of action described herein. Purpose: The purpose of this RFI is to gain knowledge of interest, capabilities, and qualifications of participants for the described below effort. The intent of this RFI is to identify market interest and solicit recommendations for potential extended range missile technology materiel solutions. The USG will assess system level capabilities, as well as critical component technologies against their capability to meet extended range missile operational needs. Successful participation in system level or component based demonstrations of Insensitive Munitions (IM) compliant and cluster munition policy compliant warheads and rocket motors will inform the USG on maturity of existing technologies. The Army Program Executive Office, Missiles and Space (PEO MS), Redstone Arsenal, AL, on the behalf of the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASAALT), has partnered with the Precision Fires Rocket and Missile Systems (PFRMS) Project Office, Fort Sill Fires Center of Excellence (FCoE) and the US Army Aviation and Missile Research, Development and Engineering Center (AMRDEC) to host a series of demonstrations that will conclude at the end of calendar year 2016. The Army desires to assess the maturity of industry investments in system level concepts as well as IM compliant and cluster munition policy compliant warhead and rocket motor technologies that may inform future acquisition decisions for the Army. Objectives: PEO Missiles and Space is inviting industry to participate in demonstrations to be conducted at various test venues in calendar year 2016. The USG will develop a list of evaluation criteria for all materiel solutions that will be briefed at a forthcoming Industry Day. The evaluation criteria will form the basis for post-demonstration assessments of system level, warhead and rocket motor performance and effectiveness. Potential participants must verify readiness to participate by addressing the following criteria: • Both demonstrated and predicted system/component capabilities • Expected performance and effectiveness of system/component • Test asset availability • System/component physical properties • Future planned upgrades • Development schedule and milestones • Specific test support requirements • Insensitive Munitions compliance • Test safety considerations • Other information about the participant's system/component that the USG should know All potential participants should note that the USG, with contractor support, will plan and execute system level, warhead and rocket motor testing, conduct a limited Army IM board assessment, conduct a cluster munition policy compliant assessment and provide an independent evaluation of demonstration results by AMRDEC to PEO MS and to the PFRMS Project Office. Missile, Warhead and Rocket Motor Demonstrations. Warhead testing will be conducted at Camden, AR. The USG will provide lethality maps and request the terminal conditions (angle of fall) of the warhead. There will be a single arena test conducted for each participant and the USG will evaluate the fragmentation data against a specified target set. Rocket motor testing will be conducted at Redstone Test Center, Huntsville, AL, and will include a hot, cold, and ambient test. Missile flight tests will be conducted at either Eglin AFB, FL or White Sands Missile Range, NM. All required safety documentation for participating in any of these events will be the responsibility of the participant. AMRDEC will provide an independent assessment of the testing and data collected during the demonstration. Additional details of each demonstration will be provided at the forthcoming Industry Day. There will be schedule constraints associated with each demonstration but each participant will be provided ample time for shipping, component set-up, demonstration execution and tear-down. Participants must be aware that technical interchange meetings and all test venue locations will have visit request requirements for facility/test access. Participants will agree to conduct all phases of planning and demonstration in accordance with security and safety requirements at respective planning and demonstration locations. Participants should also note that the USG will approve all public statements, photos, and videos relating to these demonstrations prior to release. Test Data: Test data will be collected at each test location by the USG and copies of the respective participant data set will be provided to each respective participant. Data products that the USG plans to collect will be briefed at the Industry day. Certain data products collected by the participant will be requested to be provided to the USG prior to departing each test location. Each participant will be requested to provide data in engineering units to the USG to assist in the assessment of the demonstrations. Any data collected by the USG will be the property of the USG. Participants may be asked to grant limited data rights on the data they deliver to the USG. The USG will work with each participant to determine the classification level of data products and appropriate proprietary markings. A USG Joint Assessment Team (JAT), led by AMRDEC, will assess the test results in accordance with the evaluation criteria. USG Provided Support: The USG plans to provide the following support to each participant: • Staging/administrative area • Test operations area • Test safety officer • Target panels • Explosive Ordnance Disposal (EOD) support • Communications between test personnel, contractor personnel, test control center • Physical security up to Secret level • Photographic and video records • Latrine facilities • Classified storage • Internet access • Test site orientation • Security classification guidance for data collected during the demonstration • Participants will be allowed to request specific test support requirements Participant Provided Support: Each participant will be asked to provide the following in support of the demonstration activities: • Test articles • All system/component peculiar hardware and software, including ancillary equipment • Mobile power required for the system and fuel for the power source • Personnel and equipment required to relocate, operate, and maintain the system/component • If requested by the USG, copy of data collected by the participant during the demonstration delivered to the USG prior to departure from each respective test location o Data delivered to the USG will be in the recording formats used by the participant o Delivery media will be those used by the participant o Participant will provide the USG the format and procedures for accessing the delivered data • Required security information to gain unescorted access to each test site • System Security Classification Information • Test safety officer • Shipping and receiving of all required test articles and support equipment Safety: The participant's system/component must meet minimum safety performance standards to participate in the demonstration(s). Flight Test Termination packages must be integrated into system level concepts for consideration. Test safety expertise will be provided by participant representatives for each respective test location. Participants will be required to submit safety plans for approval by the test location Safety Office. Inability to gain approval of plans and procedures by the respective Safety Office will result in the elimination of the participant from the demonstration(s). Key Dates: Summary papers and quad charts will be submitted by Industry to the PEO Missiles and Space NLT 9 June 2016 in preparation for an Industry Day hosted by the USG, details of the summary paper and quad chart are described below. After review of the summary paper and draft quad chart, potential participants will be notified NLT 15 June 2016 that they are welcome to attend the Industry Day. No industry representative will be allowed to attend the Industry Day without prior notification. A separate special announcement will be issued via FEDBIZOPPS detailing any additional requested information. Each industry partner may have up to three (3) representatives in attendance at Industry Day. Visit requests will be submitted via JPAS to SMO Code W0H9AA4S and reference this RFI number. Visit requests should be submitted by 20 June 2016. If JPAS is not available, you may FAX visit request to SECURE FAX number (256) 876-0878. Security POCs are Ms. Lori Relford (256) 313-3483 and Ms. Susan Bradshaw (256) 876-0571. Please include both security POCs on all visit requests. The Industry Day is tentatively scheduled for 22 June 2016 at Building 5250, Redstone Arsenal, AL. The purpose of the Industry Day is for the PEO Missiles and Space team to provide an overview of its plans for the demonstration(s) and to answer questions from industry related to those plans. The Industry Day will afford an opportunity for industry interaction related to this event. Each industry partner that plans to participate in any/all of the demonstrations will submit white papers on their respective system/component by 13 July 2016. White paper descriptions are provided below. The USG will notify each participant of its approval or disapproval to participate in the demonstration(s) by 28 July 2016. For planning purposes, PEO Missiles and Space will conduct technical interchange meetings with each selected participant. Technical interchange meetings are planned at each test location. The technical interchange meetings will provide an overview of requirements for planned operations at each respective test location as well as provide an overview of participant's system/component plans for the demonstration. Responses: Interested offerors are requested to submit two (2) responses: a. Submit by 9 June 2016. A two (2) page summary of corporate (may include partners and/or subcontractors) capabilities and a two (2) page quad chart summarizing the system and/or component capabilities. The two (2) page summary should document corporate/team member's system or component capabilities and a point of contact for the USG. The quad chart should provide a summary of the system and/or component to include system/component description, design approach, operational capability and system safety description. The contact identified in the two (2) page summary will be the person notified with regard to participant approval to attend the Industry Day. Submissions shall be unclassified and limited to no more than two (2) one-sided 8.5" x 11" pages and 11 font Arial size with one inch margins; line spacing shall be set at no less than single space. Tables, drawings and header/footer information shall be 10 point Arial font or larger. The draft quad chart summary shall be submitted using the quad chart format at the bottom of this RFI (note that chart font shall be no less than 10 point Arial and is limited to two (2) 8.5" x 11" pages). If any of the material provided contains proprietary information, then mark and identify disposition instructions (submitted data will not be returned). All replies to this special announcement must reference RFI-***. Submit only unclassified information. All responses shall include company size status under the North American Industry Classification System (NAICS) code 541712 as stated below. No telephonic inquiries will be accepted.
