Description
I. Purpose/Description This announcement constitutes a Notice of Contract Action (NOCA) by the Space and Missile Systems Center (SMC) Space Superiority Systems Directorate (SY), Contracting Office (SMC/SYK), Los Angeles Air Force Base, California. In accordance with FAR 6.302-1(a)(2)(iii)(B), the Space and Missile Systems Center's Space Superiority Systems Directorate (SMC/SY) intends to award a sole source Firm-Fixed-Priced (FFP)/Cost-Plus-Fixed-Fee contract for sustainment support of the Logistics Information Operations Network System (LIONS) to TASC (formerly known as The Analytic Sciences Corporation), an Engility Company (hereafter referred to as TASC), 35 New England Business Center Drive, Ste 200, Andover, MA 01810-1438. The Government anticipates the period of performance for this contract will be five (5) and a half years; consisting of a base year, four (4) one-year option periods, and one 6-month option period, from approximately July 2016 - January 2022. This contract will provide sustainment services for the LIONS, which is currently provided under contract #FA8819-11-C-0002, by TASC. The LIONS tool, which is used by operators via the closed Secure Government Network (SGN), is a web-based Maintenance Data Collection (MDC) system currently deployed to numerous locations in support of logistics operations for the Space Superiority mission. The LIONS tool provides the warfighter a vehicle for collecting, storing, and retrieving base-level, depot-level, and contractor-type maintenance data. It includes functions such as, but not limited to: data/reports, populating forms regarding equipment management and tracking, equipment status reporting, configuration management, change requests, stock control reporting, preventative maintenance inspection (PMI) tracking, unique identifier (UID) tracking, user access administration and help desk support. TASC has been assessed as the only company capable of providing this service based on responses received from previous market research efforts. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a statement of capability, not to exceed 10 pages in length (a page is defined as 8.5 inch x 11 inch sheet, using 12 point Times New Roman font, with 1 inch top, bottom and side borders). The capabilities statement should address: (1) why the responding company can perform the work, (2) how the responding company can avoid unacceptable schedule delays, and (3) why the sole source justification is no longer applicable. Statements of capability, received within 15 calendar days (28 May 2016) by 3:00 PM (Local Los Angeles time), will be considered by SMC/SYK. All responses must be submitted to the Government points of contact at the email addresses shown below. The Government will not recognize any costs associated with submission of information in response to this or previous notices. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. This notice does not constitute a Request for Proposal nor does it restrict the Government in any way to an ultimate acquisition approach. Ombudsman Pursuant to AFFARS 5352.201-9101, an SMC Ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the SMC Ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the SMC Ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the SMC Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The SMC Ombudsman may refer the interested party to another official who can resolve the concern. Before consulting the SMC Ombudsman, interested parties should first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution. The Government does not intend to award a contract on the basis of this information or otherwise pay for the information requested except as an allowable cost under an existing contract, if so identified and in accordance with FAR 31.205-18, Bid and Proposal Costs. The Air Force has entered into contracts with The Aerospace Corporation, AT&T Government Solutions, Inc., KTSI, SCITOR an SAIC Company, SAIC, Quantech Services Incorporated, Tecolote Research, Integrity Applications Incorporated, TASC, Booz Allen Hamilton, Cosmic AES, RSE, Inc, and DMB, Inc. These companies support the Air Force program office by performing technical reviews, systems engineering and integration analyses, cost estimation, and other advisory services. Respondents are hereby notified that all responses may be provided to our support contractors for their services to the U.S. Air Force. If respondent disagrees with the release of its response to any of the aforementioned firms, respondent must clearly state this restriction in the cover letter accompanying the NOCA response.
