Description
Pre-Solicitation Notice W9127N-16-R-0061 The Army Corps of Engineers, Portland District CENWP-CT-S, Portland Oregon 97204 intends to issue a Request for Proposal (RFP) for Armed Security Guard Services for the Lower Columbia River Projects to include The Dalles Dam, Bonneville Dam and John Day Dam in accordance with solicitation specifications. The guard services to be performed are on remote multipurpose civil works facilities operated by the U.S. Army Corps of Engineers. These three sites are required to provide security for personnel, property, and critical infrastructure. Contract Security Guards are used to fulfill these requirements because the staffing levels may change unexpectedly due to emergency situations, changing regulations, or other factors. DESCRIPTION OF SERVICES: The area of operations the contractor will be performing in is remote with 50 miles separating the lower two dams (Bonneville and The Dalles) and John Day being 30 miles further upriver. There are high certification requirements with armed guards conforming to licensing requirements from NERC, DOD, Washington and Oregon as well as state and criminal Background checks. An approximate number of employees needed for this project will be forty to include supervisors and alternates. The contractor will need to provide all personnel, labor, training, supervision, tools, equipment, materials, supplies and transportation necessary to provide security guard services at Bonneville Lock and Dam, The Dalles Dam, and John Day Dam for this non-personal service This Requirement is for a Firm fixed price, performance based commercial service contract using Best Value Trade Off (BVTO) Evaluation procedures. This will be a 100% Service Disabled Veteran Owned Small Business (SDVOSB) Set-aside under NAICS 561612 and PSC S206, Security Guards and Patrol Services with a size standard of $20,500,000. The Government anticipates awarding One (1) Firm-Fixed-Price Non-Personal Services contract for a One (1) year Base Period and Four (4) One Year Option Periods at the government's discretion. The Period of Performance is anticipated to be: Base Year: 01 Oct 2016 through 30 Sept 2017 Option Year 1: 01 Oct 2016 through 30 Sept 2017 Option Year 2: 01 Oct 2017 through 30 Sept 2018 Option Year 3: 01 Oct 2018 through 30 Sept 2019 Option Year 4: 01 Oct 2019 through 30 Sept 2020 SITE VISIT: A site visit is scheduled for 0800 PST, 02 June 2016 at the Bonneville Visitor Center Conference room. All attendees must be US Citizens, have photo ID, long pants, hard hats and closed toed shoes to attend. Please arrive at least 30 minutes prior to check in with security. Bidders will want to pick up a badge (and hard hat if needed) at the Security Office window on the way to the meeting room It is anticipated that the solicitation will be posted to the FBO website on or about early June 2016 with proposals due by Mid-July, 2016.
