- Description
- NASA/GSFC is managing the Laser Communications Relay Demonstration (LCRD) for NASA's Space Technology Mission Directorate and NASA's Space Communications and Navigation Office. Harris Corporation is under contract with NASA/GSFC to build, test and deliver two Flight Unit Optical Assemblies. The Government intends to modify the existing Firm-Fixed-Price contract, to add two end-item deliverable options. Each option will direct Harris Corporation to build and test one additional Flight Unit Optical Assembly. If NASA/GSFC exercises both options, the vendor will construct and test two additional Flight Unit Optical Assemblies. The options may occur in parallel, or may be staggered in time, depending on when the options are executed. These additional Optical Assembly units will be identical in design to the original Optical Assemblies in order to maintain compatibility and interoperability with the NASA LCRD system. The statutory authority for other than full and open competition is 10 U.S.C. 2304 (c)(1)Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort, in writing, to the identified point of contact, not later than 1:00 p.m. local time on May 27, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. NASA Clause 1852.215-84, Ombudsman, is applicable.
