- Description
- The Naval Air Systems Command (NAVAIR) intends to prepare a Justification and Approval (J&A) for Other Than Full and Open Competition in accordance with FAR 6.302-1(a)(2)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The purpose of the J&A is to authorize and approve the issuance of an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the procurement of PMA-299 and Multi-Mission Helicopter In-Service Support Team (MMHISST), including Foreign Military Sales (FMS), engineering, logistics, tooling information management support and technical data support. Specific performance requirements include, but are not limited to, support of Government led Engineering Change Proposals (ECPs), solving Fleet and Depot reported problems, performing technical analysis and providing results in Technical Reports to the Government, support of Rapid Action Minor Engineering Changes (RAMEC), support of configuration management impact assessments resulting from RAMEC/ECP activity, providing source data to support Government updates to technical publications, providing provisioning documentation to the Government to support supply, preparation and submission support of new or revised Support Equipment Requirement Documents (SERDs), providing technical support pertaining to common hand tools, peculiar and common ground support equipment, support of Diminishing Resource Assessments, providing support to Government in investigating the cause of accidents, mishaps, and material failures and providing design recommendations to correct safety defects or improve component or system reliability. The period of performance is anticipated to be for five (5) years. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The capability statement must include your approach to achieve an expedited transition period of ten days or less to accomplish an effort that would serve the same purpose as the J&A. This notice is not a request for proposals and does not imply or promise that the Government intends to award a contract vehicle as a result of this notice or in response to any capability statements received. The Government will not reimburse any costs incurred to prepare responses to this notice.
