Description
INTRODUCTION This is a pre-solicitation non-competitive (notice of intent) synopsis to award a contract without providing for full or open competition (including brand-name). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute on Drug Abuse (NIDA), Consolidated Station Support and Simplified Acquisitions (CSS/SA) Branch intends to negotiate and award a purchase order to Doric Lens for a high efficiency fiber coupled optical rotary jointy without providing for full and open competition (including brand-name). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 335921 with a Size Standard of 1000 employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-87 dated March 7, 2016. This acquisition is for a commercial item or service and is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures. This acquisition is NOT expected to exceed the simplified acquisition threshold STATUTORY AUTHORITY This acquisition is conducted under the authority of the authority of FAR Subpart 13.106.1.b-1 DESCRIPTION OF REQUIREMENT Purpose and Objectives The NIDA IRP BNNS laboratory is interested in the neural circuits mediating associative learning and decision making and how alterations in those circuits contribute to maladaptive behaviors in neuropsychiatric disorders such as addiction. The BNNS uses rats as a model system to study behaviors and neural circuits that are believed to have direct relevance to understanding the human brain. Areas of particular interest include the orbitofrontal cortex, amygdala, striatum, and midbrain dopamine system. The laboratory uses behavioral tasks based on principles derived from learning theory, combined with single unit recording, lesions, pharmacological and genetic manipulations to test hypotheses. The BNNS hypotheses are lifted from the rich traditions of animal learning theory, computational neuroscience, and economics. Behaving animals requires an optical commutator between the light source and the fiber optic that is inserted into the brain to prevent torsion on the fiber optic cable. The purpose of this acquisition is to procure additional high efficiency fiber coupled optical rotary joint rotary joints (also known as commutators) for multimode fibers (FRJ_1x2i_FC-2FC_0.22, 1x2 Intensity Division Fiberoptic Rotary Joints) to conduct optogenetic experiments within the NIDA IRP BNNS Independently and not as an agent of the Government, the Contractor shall furnish all necessary services, qualified personnel, materials, equipment and facilities, not otherwise provided by the Government, as requested in the project requirements section. Project Requirements Specifically, the Contractor must be able to provide the following on a brand name or equal basis: Ten (10) FRJ_1x2i_FC-2FC_0.22, 1x2 Intensity Division Fiberoptic Rotary Joint, Holder_FRJ_large, Holder for Fiberoptic Rotary Joint and Twenty (20) MFP_200/240/900-0.22_0.2m_FC-ZF1.25(F) Mono Fiberoptic Patchcord. Period of Performance The required period of performance is 15 days after receipt of award. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, Dori Lenses is the original equipment manufacturer (OEM) of the requested rotary joint equipment and the equipment is proprietary to the company. To ensure research data integrity and standardization only Doric Lenses is capable of meeting the needs of this requirement. Use of another rotary joint equipmwnt would negatively impact Use of any other contractor would place equipment integrity in jeopardy which would then risk continuity of science. Doric Lenses Inc., 357 Franquet, Quebec, QC, Canada, G1P 4NP CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.” A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by the closing date and time of this announcement and must reference the solicitation number.
