- This SOURCES SOUGHT NOTICE is for market research purposes only to determine the availability of potential businesses with capabilities to provide the service described below. Potential offerors are invited to provide feedback via e-mail to Shawna West at swest@usbr.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The Bureau of Reclamation, Pacific Northwest Regional Office, is requesting information in order to determine the existence of potential sources capable of providing the equipment, installation, and configuration to upgrade the telephone and messaging systems to a NEC UNIVERGE SV9100E platform. Installation and configuration would be completed in the main area office in Yakima, WA, plus the field offices in Bend, OR, Umatilla, OR, and Ephrata, WA. Two of the offices would require new NEC UNIVERGE SV9100E systems, while the other two offices would require an upgrade from the existing NEC UNIVERGE SV8100 to the NEC UNIVERGE SV9100E. The telephone system will allow a mix of both traditional/digital and VoIP phones, configured so that all phones in all offices in the area can communicate without relying on a long-distance provider, and accommodate approximately 250 users. Remote locations that are connected via WAN (such as dams and power plants) should also be able to connect as extensions, via VoIP. Other components to the NEC UNIVEGE telephone system would include unified messaging, standard, resource, networking, and attendant licenses, phones, handsets, user training, and one year of managed service. Service Level Agreement (SLA) must include 8 hours per day, 5 days per week, with 1 hour callback and 4 hour response time for repairs and Next Business Day for moves/adds/changes. Potential contractors are requested to provide, at a minimum, the following information: 1) Offerors name, address, point of contact name, phone number, and e-mail address. 2) Offerors interest in submitting an offer on the solicitation when it is issued. 3) Company's DUNS number, type of small business and Business Size. 4) Brief capability statement with enough information to determine if the company can meet the requirement. The Capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statement regarding the companys ability to provide the service above. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. Potential contractors are also requested to provide information for existing technology available commercially that is equivalent to the NEC UNIVERGE SV9100E platform, and can meet the potential requirement, above. The Government must ensure there is adequate competition among the potential pool of available contractors. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government, nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. All interested contractors should notify this office via email by Friday, May 20, 2016.
