- This is a synopsis for non-commercial items prepared in accordance with the format in FAR Subpart 5.201 as supplemented with additional information included in this notice. This notice only constitutes announcement of the solicitation. Background: The US Army, Lower Tier Project Office (LTPO) has identified a need to upgrade the PATRIOT BMC4I suite of hardware. The BMC4I suite is contained within the Engagement Control Station (ECS) and Information Command and Control (ICC) shelters of the PATRIOT weapon system. This proposed acquisition is for manufacturing, testing and delivery of PATRIOT PDB-8 upgrade kits and initial fielding spares in support of US and FMS customers. The contractor shall provide all hardware, facilities, equipment, and all technical, planning, management, manufacturing, and testing efforts to include all incidental services to produce PATRIOT PDB-8 hardware upgrades in accordance with the engineering change proposals (ECP) required to address obsolescence issues impacting legacy hardware. The PATRIOT upgrade effort includes the Enhanced Weapons Control Computer Emulator (EWCCE), the Fire Solution Computer Redesign (FSCR), and the US Peripheral Enhancements (PE) 1. This acquisition will support FY 16 PATRIOT Post Deployment Build-8 (PDB-8) upgrade kits to support Battle Management, Command, Control, Communications, Computers, and Intelligence (BMC4I) hardware upgrades. The BMC4I upgrade includes the following PDB-8 modification kits, with initial delivery beginning no later than (NLT) 14 months after contract award (ACA). This contract is anticipated to include a base year and two option years. This is a notice of intent, not a request for competitive proposals or a solicitation of offers. The statement "No other proposals will be considered for this effort" has been deleted from this notice. The statement was included in the previous synopsis in error. No solicitation was included in this notice. When the solicitation is issued, all submitted proposals will be considered. For subcontracting opportunities for this requirement, please contact Raytheon IDS. The primary purpose of this notice is to improve small business access to acquisition information and enhance competition by identifying contracting and subcontracting opportunities.
