RFP Attachment 1 - HFGCS-PRS Performance Work Statement dated 9 May 2016 Solicitation FA4890-16-R-0009, High Frequency Global Communication System - Puerto Rico Station (HFGCS-PRS) List of companies attending HFGCS-PRS pre-proposal conference and site visit, 2-3 May 2016. Briefing presented 2 May 2016 at Isabela, Puerto Rico, HFGCS-PRS site. SOLICITATION NOTICE Posting of final Request for Proposal with response date of 13 June 2016. The North American Industry Classification System (NAICS) Code for this requirement is 517919, All Other Telecommunications. The U.S. Small Business Administration established the small business concern size standard for NAICS Code 517919 as $32.5 million in average annual receipts. This acquisition of commercial services is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). The projected period of performance will be one (1) base year plus seven (7) option years; 1 October 2016 to 30 September 2024. An optional six-month extension of services will be priced and evaluated, and would be executed in the event a contract extension is necessary in FY25. The total contract period will not exceed seven (7) years and six (6) months if the option to extend performance is exercised. Award will be made using Lowest Price Technically Acceptable (LPTA) source selection procedures IAW FAR Part 15. The final contract is anticipated to be firm-fixed price, with some incidental cost reimbursable line items to include other direct costs such as materials and travel. The Government intends to award without discussions. The current HFGCS-PRS contract FA4890-08-C-0011 is performed by GLS-Cambridge JV. The workforce at the PRS is unionized, and the current CBA is effective through 30 Sep 18. A draft RFP was posted in April 2016. PRE-PROPOSAL CONFERENCE A pre-proposal conference was held in Puerto Rico from 2-3 May 2016. Please see attached memorandum for detailed information and registration requirements.
