- The Minimum Essential Characteristics for the required eye-tracker system This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Aeromedical Research Laboratory (USAARL) to negotiate solely (as prescribed in FAR 13.106(b)(1)(i)) with SR Research LTD., 35 Beaufort Drive, Ottawa, Ontario, Canada K2L 2B9, for the award of a firm-fixed price commercial Purchase Order the EyeLink eye-tracker, which is an essential component of the eye tracking measurement system to assess mild Traumatic Brain Injury (mTBI). SR Research Ltd is the Sole manufacturer of the EyeLink eye-tracker that is needed for USAARL's research project that is specifically designed to use the Brain Trauma Foundation eye tracking measurement and analysis system to assess mTBI in military personnel. The EyeLink eye tracker will be used to duplicate and extend previous research conducted by USAARL. Consequently, the use of any other eye-tracker will jeopardize the success of this research by introducing differences in instrumentation that may have unknowable consequences thereby confounding the explicit experimental design which formed the basis of the research. The eye-tracker must have a sampling rate up to 2000 Hz monocular/1000 Hz binocular (with Desktop mount), since the more data points collected for a given eye event, particularly saccades, the more precise are the event duration measurements and the more information is available for quantifying eye event dynamics. The sample access delay should be no more than 1.5 milliseconds at the 2000 Hz sampling rate, which enables the eye-tracer to be used for gaze- or saccade-contingent stimulus presentation paradigms. The eye-tracker must have several mounting options as well as camera upgrades to support the 2000 Hz sample rate and an upgrade allowing the camera to be a truly remote eye-tracking system so that the eye movements can be recorded without stabilizing the viewer's head. The eye-tracker shall provide sufficiently high resolution eye data without the need for a limited camera field-of-view in order to allow for the eye to be tracked even when the head is free to move +/- 30 mm horizontally or vertically. Such robust eye-tracking in conditions of moderate head movement allows for a less restrictive head restraint or the use of only a forehead rest, which is ideal when verbal responses are required. The North American Industry Classification System (NAICS) for this requirement is 339112 and the size standard is 1,000 employees. This announcement constitutes the only notice by the government; a written solicitation will not be issued. All sources that believe they are eligible to provide these items must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects 15 calendar days after the publication of this notice, the purchase will be awarded without further remark.
