- Capabilities Statement Questions to be Addressed Draft Performance Work Statement The 410th Contracting Support Brigade, Regional Contracting Center is seeking information from industry to identify businesses under NAICS code 561210, Facility Support Services, and other firms that may be capable of providing all or portions of the Base Operations Support Services (BOSS). The Government is seeking industry feedback on the functional areas identified in the draft Performance Work Statement (PWS) to support the development of the requirement and overall strategy for this potential contract. The purpose of this announcement is to Request for Information (RFI) from industry and to conduct Market Research in accordance with Federal Acquisition Regulation (FAR) subpart 15.201(e). This is not a solicitation for proposal and no solicitation is available at this time. When the solicitation does become available, an announcement will be placed in the Federal Business Opportunities web site. Industry Response. Interested parties may submit any questions associated with the Draft Performance Work Statement. Questions are due by 26 May 2016 at 12:00 PM CDT. Questions will be submitted electronically to the Contract Specialist, Rebecca Veliz at rebecca.s.veliz.civ@mail.mil, with a courtesy copy to the Contracting Officer, Velia Pier at velia.pier.civ@mail.mil. Use the subject line of: "(Firm's Name) PWS Comments for W912CL-16-R-0013." Interested parties may submit a performance capabilities statement by responding to questions addressed on the separately attached document titled "Capabilities Statement Questions to be Addressed." Statements are due by 3 June 2016 at 12:00 PM CDT. Statements will be submitted electronically to the Contract Specialist, Rebecca Veliz at rebecca.s.veliz.civ@mail.mil with a courtesy copy to the Contracting Officer, Velia Pier at velia.pier.civ@mail.mil. Use the subject line of: "(Firm's Name) Capabilities Statement for W912CL-16-R-0013." Responses will not be considered as proposals nor will any award be made as a result of this notice. Information will be used for acquisition planning purposes for the follow-on contract. No reimbursement shall be made for any costs associated with providing information in response to this announcement or for any follow-up information requests. Description of the Scope of Work. The Contractor shall provide all management, supervision, personnel, other items (supplies and/or materials) and non-personal services necessary to perform Base Operations and Support Services as defined in the draft PWS. Place of Performance. Soto Cano Air Base, Republic of Honduras. The base is located 50 miles northwest of the capital city of Tegucigalpa, five (5) miles southeast of the city of Comayagua. Industry Day. The Government will hold an Industry Day at Soto Cano Air Base, Honduras to identify interested sources and provide a teaming opportunity for industry to gain an understanding of current industry capabilities. During Industry Day, the Government will provide an overview briefing of the scope of work of each functional area and tour the functional areas. You may briefly identify technical topics you desire to be addressed during the industry day. Topics are to be submitted along with the request for attendance at the industry day, as addressed below. The date of the Industry Day is 16 June 2016. Duration of the site visit will be one (1) day. There is a limit of two (2) persons per firm to attend the industry day conference. Those interested in participating must send a request by e-mail to Jennifer James at jennifer.e.james6.civ@mail.mil and Heather Mactavish at heather.k.mactavish.naf@mail.mil, with a courtesy copy to Rebecca Veliz at rebecca.s.veliz.civ@mail.mil no later than 3 June 2016, 12:00 PM CDT. The request should include the company name, address, CAGE code, phone number, email address, business status (large or small business), company role (prime contractor or subcontractor), and the name of the proposed attendee(s). In addition, include a legible color copy of each attendee's passport. NOTE: No requests will be accepted after 3 Jun 2016 at 12:00 PM CDT. Interested parties attending the industry day are to meet in front of the Base Access Control Point (ACP) at 8:00 AM local time on 16 June 2016. One type of photo identification is required to gain entrance to the base. All pass requests have to be approved/signed by the Honduran base commander. All attendees that have submitted and received confirmation of receipt of base access approval will be allowed entrance to Soto Cano Air Base, provided that they are on the approved attendee list provided by the Soto Cano Security Office. Vehicles shall not be allowed past the Base ACP parking lot. Attendees shall park their vehicles in the ACP parking lot. Attendees will be picked-up by a bus in the ACP parking lot. The Contracting Officer and the Contract Specialist will be there to greet attendees. After Industry Day, any questions from interested firms are requested to be submitted no later than ten (10) business days after conclusion of the industry day to the Contracting Officer, Velia Pier at velia.pier.civ@mail.mil and the Contract Specialist, Rebecca Veliz at rebecca.s.veliz.civ@mail.mil. Use the subject line of: "Soto Cano Industry Day Questions." Agenda. A formal agenda will be issued the day of the conference. NOTE: For planning purposes, the industry day may run utill 6:00 PM local time. Other Information. It has been determined that the use of cameras, tape recorders, and other recording devices are prohibited during the Industry Day. Country and travel/passport information can be found at the Department of State website at www.state.gov. Toncontín International Airport in Tegucigalpa, Honduras is approximately 85km and 1 hour away, depending on traffic, from Soto Cano Air Base, which is near the city of Comayagua. Industry Day attendees are responsible for all transportation to and from Soto Cano Air Base. Once at Soto Cano Air Base, the USG will provide transportation while on the base. All attendees MUST be at the main gate NO LATER THAN 8:00 AM local time on Thursday, 16 June 2016, or risk exclusion for the day's agenda. Lodging accommodations are not available on Soto Cano Air Base. Those interested in attending the industry day conference are to make their own lodging reservations.
