Description
National Family Caregiver Training Program The National Family Caregiver Training Program must provide this training through self-study via workbook/CD/DVD and web-based online training. These training modalities must be offered in English and Spanish. Training must be capable of reaching Caregivers of Veterans residing in all VA markets to include Puerto Rico, American Samoa, Guam, etc. as well as both urban and rural areas. All personnel, materials and services to deliver Caregiver training will be provided by the Contractor. All aforementioned efforts shall include Contractor participation as requested by the COR or PM in VA initiated workgroups and interaction with various VA customers to assist in the collection of data and/or program implementation issues. The Contractor shall modify existing curriculum content for branding and adaptation to the Contractor's Learning Management Platform within one month of contract award. There shall be one upgrade to include the addition of new curriculum content during the contract period which includes the option years. All curricula content must be available in English and Spanish in all modalities. Alternative formats such as large print shall be available upon request. All Caregiver training should be accessible to Caregivers residing in all VA markets to include Puerto Rico, American Samoa, Guam, etc. as well as both urban and rural areas. The Contractor shall develop a secure website that allows the Government and CSCs to make referrals containing Caregiver PII for the National Family Caregiver Training Program. The Contractor/Subcontractor's firewall and Web services security controls shall meet or exceed VA's minimum requirements. The Contractor will be storing, generating, transmitting and exchanging VA sensitive information and must complete a Contractor Security Control Assessment (CSCA) on a yearly basis and provide to the COR. A minimum of 7,000 Caregivers will be trained annually. It is estimated that 75% of the training will occur on line, 25% will occur through the use of the workbook. The contractor is required to respond to requests for training within 2 business days of receipt of the referral. Workbooks shall be sent to Caregivers with a 2 day delivery schedule which provides for tracking of receipt of the workbook. If for any reason a Caregiver does not receive a workbook, the Contractor shall mail another workbook via next day service. The contractor must maintain records of all referrals by CSC and track Caregiver completion. The Contractor shall notify the CSC and the Caregiver of course completion. Reports on referral numbers, in process and completions by type of training and language will be required weekly. The contractor will provide additional reports as requested by the VA. Feedback on the training will be sought from each Caregiver completing training for each training type. An OMB approved survey tool will be utilized. Additional follow up surveys of Caregivers may be requested. This tool must be available in English and Spanish. The contractor will maintain dedicated a telephone line which operates Monday-Friday during normal business hours for Caregivers to contact with questions or problems with the curriculum or on-line access. Staff answering these lines must have English/Spanish language capability. A separate line will be maintained for use by Caregiver Support Coordinators who may wish to make Caregiver referrals for training by phone or who need to speak with the Contractor. All written correspondence between the Caregivers and the Contractor shall be approved by the PM or COR and must be available in English and Spanish language versions. NOTICE TO INTERESTED PARTIES: Please provide a capability statement and a brief description of your experience in providing similar training as described above.
