FA8617-15-R-6199 Clarification Question and Response In order to provide clarity to offerors, the USG is posting the following clarification question and USG response: Question: Does the USG desire to see a ceiling price (based on the offeror's projections) for the AAF Spares Replenishment CLIN stated in the offeror's submitted proposal to cover the cost of materials and shipping to meet the requirements for that CLIN as stated in the PWS? USG Response: No, the USG does not desire the offerors to submit a ceiling price. Per Q&As released 29 April 2016, the USG will establish the ceiling price prior to contract award, and it will not be factored into the Total Evaluated Price. Additionally, the Government has not reopened the Q&A period and the deadline for proposals has not been extended. ______________________________________________________________________ FA8617-15-R-6199 Amendment 0001 The United States Air Force Life Cycle Management Center, Training Aircraft Division, International Support Branch (AFLCMC/WLZI), Wright-Patterson AFB, OH hereby issues the attached Amendment 0001 to solicitation FA8617-15-R-6199 for the Afghan Trainer Program Contractor Logistics Support and Maintenance Training Acquisition. The second attachment provides clarification questions received and the United States Government's responses. The clarification question responses provide additional data regarding Section L and the PWS not detailed specifically in Amendment 0001 that will assist offerors in preparing their proposals. The hour and date specified in FA8617-15-R-6199 for receipt of offers is not extended. ______________________________________________________________________ The United States Air Force Life Cycle Management Center, Training Aircraft Division, International Support Branch (AFLCMC/WLZI), Wright-Patterson AFB, OH hereby issues the attached solicitation for the Afghan Trainer Program Contractor Logistics Support and Maintenance Training Acquisition. FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS EFFORT. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Funding is anticipated to be available prior to the estimated award date of 01 February 2017. Estimated Milestone Schedule : Past Performance Volume Due Date: 27 April 2016 Complete Proposal Due Date: 12 May 2016 Award: NLT 01 February 2017 Phase-in Period: 01 February 2017 - 02 May 2017 Base Period Start: 02 May 2017 This Performance-Based Services Contract includes on-site activities in Afghanistan required to maintain safe, reliable aircraft for use by United States (US) Air Advisors and the Afghan Air Force (AAF). Afghanistan is an austere location and offerors should not expect full Continental United States (CONUS)-style accommodations. This contract also identifies services and establishes activities required for logistics, maintenance, technical order library management, supply chain management, and maintenance training to support daily operations of 24 Cessna C-208B Light Lift aircraft, one (1) Maintenance Training Device (MTD), and an option for one (1) Cessna C-208B Aircrew Training Device (ATD) at Hamid Karzai International Airport (HKIA). This contract also includes the requirement for the offeror to train and qualify the AAF to perform the offeror's assigned functions. The offeror shall train the AAF, via fully documented skill-level training and accompanying apprenticeship requirements, in: transitioning/standing-up logistics, supply chain management, technical order library management, and maintenance capabilities to maintain airworthy aircraft and option year sustainment capabilities. This contract's end-state is to train the AAF such that they are self-sufficient in the operations and maintenance tasks included in this contract so that the USG can transfer maintenance responsibility to the AAF.
