- The Naval Surface Warfare Center Panama City, Florida intends to solicit and award a firm-fixed price (FFP) type Indefinite Delivery Indefinite Quantity (IDIQ) contract on a sole source basis to DY 4 Systems, Inc. (Doing Business As Curtiss Wright Controls Embedded Computing), 333 Palladium Drive, Kanata, Canada for up to one hundred and forty-eight slightly modified (commercial item) digital beachhead ruggedized ethernet switches, part number DBH-670-112000 that will be used in the Landing Craft, Air Cushion (LCAC) Command, Control, Computers, Communication and Navigation (C4N) System Baseline Configuration 4 (SBC4) systems. This action is unsuitable for full and open competition for the following reasons: After testing and certification, it was determined that DY 4 Systems is the only vendor that can provide a digital beachhead ruggedized ethernet switch that has been tested and certified to meet the functional and environmental requirements of the LCAC C4N SBC4 specifications. As such, DY 4 Systems is the only source capable of meeting this requirement. Procuring other commercial items would require extensive engineering testing and certification which would significantly increase cost and result in required deliverable dates not being achieved. The IDIQ contract will have a base ordering period of 12 months with two additional option ordering periods of 12 months each. The total ordering period for the contract will be 36 months from the date of contract award. Delivery of the digital beachhead ruggedized ethernet switches is required 8 weeks after award of the initial order and any subsequent delivery order issued. All deliveries will be made to the Receiving Officer, Naval Surface Warfare Center Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City FL 32407. The Government intends to solicit and negotiate with only one source. Interested offeror(s) wishing to qualify items for future procurements may submit request(s) for qualification, via e-mail, to Contract Specialist, Otis Nattiel, at otis.nattiel@navy.mil. Requests must be marked with this synopsis designation number and should include the interested offeror's name, address, telephone number, commercial and government entity (CAGE) code, point of contact, and clearly identify the offeror's product, salient characteristics and product capabilities. Request for qualification shall be provided by 4:00 P.M. (Central), 23 May 2016. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely at the discretion of the Government.
