- The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation for the USNS Lewis B. Puller (ESB 3) Post Shakedown Availability (PSA) using other than full and open competition by restricting the place of performance to the Norfolk, Virginia area. The availability is scheduled to begin in the first quarter of FY17 and the release of the Request for Proposal (RFP) is anticipated on or about July 5, 2016. The work package for the availability includes first time significant alteration/modernization and integration of NAVSEA and Naval Air Systems Command requirements to deliver the full complement of Special Operation Forces capability as well as Military Sealift Command post delivery repair and modernization items. This solicitation will restrict the place of performance to the Norfolk, Virginia area pursuant to the authority of 10 U.S.C. 2304(c)(3), Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services. This restriction will help level load the overall workload in Norfolk, VA in anticipation of FY17 repair, maintenance and modernization needs and reduce the slope of the workload acceleration into FY18. Based on the complexity, magnitude, and duration of the requirement, the Government's market research indicates there are not two or more Small Business concerns capable of competing for the requirement as a small business set aside (FAR 19.502-2 (b)). The solicitation will be issued electronically via Federal Business Opportunities (FBO) at http://fbo.gov and interested parties must comply with that announcement. Interested offerors should monitor the FBO page for the release of the solicitation, and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/. FBO is the single point of entry for posting of the synopsis and solicitations to the internet. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award of contracts. The Government is not soliciting, nor will it accept proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice.
