Description
Solicitation 1.Project Title: Data Analysis for Residential Homes 2.Project Objective: Conduct a RESNET projected rating on homes, train personnel to properly collect data for a rating, create additional energy models, and conduct data analysis for homes located at Fort Leavenworth, Kansas. This expansion will serve as a means of validating the Operations Research Center's (ORCEN) program's effectiveness in creating a fair and equitable utility billing program for Service members at Fort Leavenworth. This outsourcing of the data analysis is in support of the US Army project client: Office of Assistant Chief of Staff for Installation Management (ACSIM). 3. Project Tasks: I. Conduct a RESNET projected rating on homes a. Create a RESNET projected rating using certified RESNET energy modeling software for 25 different homes. b. These homes will be different floor plan models and be between 1500-3000 sf. c. All RESNET standards for a projected rating must be met. d. The RESNET certified software must output the monthly energy usage for each month and each fuel type to properly analyze the data. e. Any RESNET certified software that does not output monthly usage cannot be used and will not be accepted. f. The Fort Leavenworth personnel that will be trained by the contractor will help the contractor collect data for at least 10 of these homes. II. Train personnel to properly collect data for a rating. a.Train up to 4 personnel from the Fort Leavenworth Garrison staff on the basics of collecting and recording home information for energy modeling. b.Fort Leavenworth personnel will have access to one blower door test set. Any additional testing equipment will need to be provided on a provisional basis by the contractor. c.Fort Leavenworth personnel will then be used to collect additional data on homes so that additional energy models can easily be created. III. Create a RESNET projected rating energy models for homes with same floor plan a.Create a RESNET projected rating using certified RESNET energy modeling software for an additional 70 homes. These homes will be the same house floorplan model as the RESNET projected ratings from Task I. b.The projected ratings from Task I will be only slightly modified to adjust for differences between the prototype homes and these homes. These changes are likely to be but are not limited to HVAC equipment, hot water heater, building orientation, infiltration levels, exterior vs interior wall, or insulation levels. c.The trained Fort Leavenworth personnel will collect all data for these homes as per the training they received at Fort Leavenworth. d.The RESNET certified software must output the monthly energy usage for each month and each fuel type to properly analyze the data. e.Any RESNET certified software that does not output monthly usage cannot be used and will not be accepted. IV. Conduct data analysis a.For each projected rating from Tasks I and III, obtain the estimated monthly usage for each individual month for the different energy types (electric and gas) from the outputs of the RESNET certified software. b.Use the Army patent pending formula that uses this data to create the energy factors for each home. 1.The contractor will be shown the formulation equations and must sign a non-disclosure agreement to ensure this patented system is not used without proper authorization. 2.The contractor will be able to use excel to quickly calculate these values for each home using the estimated monthly usage data. 4. Background/Problem Descriptions: The objective of this work is to expand an ORCEN case study, creating a fair and equitable residential incentive program and energy assessment program, to additional military installations. A previous ORCEN case study proved that the Army's current incentive program was not fair for the residents living in the historic homes or the non-historic homes on post. The study also proved that cost effective energy upgrades will provide significant comfort to the residents. In the current incentive program, all homes that have the same floor plan are treated as equal homes in terms of expected energy usage. After conducting testing, homes that are next to each other could have very different energy efficiency levels, so these homes cannot be treated as having equivalent expected energy usage. For example, one home could have a newly upgraded furnace with a much higher efficiency rating than its neighbors. Even with an equal temperature set point, the home with the higher furnace efficiency will use significant less energy. This creates an unfair advantage in the current residential incentive program because some homes have significantly higher and lower energy efficiency ratings than the homes in the same neighborhood. The new upgraded system that using energy factors for each home will solve the problem of different equipment in different homes because this system allows the comparison of energy lifestyles of the tenant. 5. Product Deliverables: a.Fort Leavenworth's personnel are trained. (Task II) b.RESNET energy modeling software files in electronic form are given to the government for all homes with a projected rating. (Task I & III) c.The building data input file in electronic version for all of the building characteristics for each individual projected rating from the RESNET energy modeling software. This file will be unchanged from the data export function of the RESNET energy modeling software and be able to be read by someone without the license to the RESNET energy modeling software. (Task I & III) d.List of all energy factors for each energy type for Fort Leavenworth for all homes with a projected rating. This list will include the building address and be in one single document. (Task IV) e.List of projected HERS scores for all homes with a projected rating. This list will include the building address and be in one single document. (Task I & III) f.Provide initial data check (Product Deliverables 6b, 6c, 6d, and 6e) after two homes to verify process concept. (Task I, III, & IV) g.Provide data (Product Deliverables 6b, 6c, 6d, and 6e) for interim data checks at (25%, 50%, and 75%) for quality control. (Task I, III, & IV) h.Correct any errors found in data (Product Deliverables 6b, 6c, 6d, and 6e) by government. (Task I, III, & IV) 6.Work Completion Date: NLT 6 months after contract award date. Task Deliverable Date 6.a Fort Leavenworth personnel trained NLT 1 month after contract award date 6.b All software files submitted to government NLT 5 months after contract award date 6.c All building data input files NLT 5 months after contract award date 6.d All energy factors NLT 5 months after contract award date 6.e All HERS scores NLT 5 months after contract award date 6.f Provide initial data check NLT 1 month after contract award date 6.g Provide data check at 25% data NLT 3 months after contract award date 6.g Provide data check at 50% data NLT 4 months after contract award date 6.g Provide data check at 75% data NLT 4.5 months after contract award date 6.h Correct errors NLT 2 weeks after notified by government 7. Government Furnished Information. a.The Fort Leavenworth housing office will provide the contractor with access to the homes on post and provide personnel for the training at Fort Leavenworth. b.Fort Leavenworth testing personnel must send all required data to contractor NLT 3 months after training is complete. c.This data will be provided to the contractor at increments of at a minimum initial data check, 25%, 50%, and 75% of data requirement. 9.Personnel. Contractor personnel must have required technical knowledge, experience, and government clearances to accomplish these tasks. The contractor must have a license for the RESNET certified energy gauge modeling software. 10.Place and period of performance. The period of performance for this contract shall be from 1 July 2016 - 1 December 2016. There is no requirement for the contractor to complete this data analysis on West Point or on any other military post. 11.Non-personal services contract. The government and the contractor understand and agree that the tasks described in this performance work statement shall be administered and performed as a non-personal services contract, as defined at FAR 37.101. The contractor shall perform the tasks described by this performance work statement as an independent contractor. The government shall not supervise or direct the contractor or its employees in the manner in which it performs the tasks.
