Description
This Request for Information and Sources Sought is for Planning Purposes only. This request for information (RFI)/Sources Sought notice is for planning purposes only. The Government does not intend to award a contract on the basis of the sources sought notice or to otherwise pay for the information solicited. Your response to this Request for Information (RFI)/Sources Sought Notice will be treated as information only. It shall not be used as a proposal. This request is issued for the purpose of exchanging information to improve the understanding of industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhance the Government's ability to obtain products/services, at reasonable cost and price, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. This synopsis will be used solely for market research and does not constitute a solicitation. The EAD of the NOAA, 200 Granby Street, Suite 800, Norfolk, VA 23510, is seeking information from potential sources for the National Weather Service (NWS), National Data Buoy Center (NDBC), to identify sources capable of providing one (1) temperature controlled battery storage structure as described herein. The NAICs code for this acquisition is 332999 -- All Other Miscellaneous Fabricated Metal Product Manufacturing and the size standard is 750 employees. The performance specification and related data requirements are included to this RFI and is subject to revision at the sole discretion of the Government. Interested parties are expected to review this notice. If a solicitation is issued, all revised documents will be included in the solicitation package. Background Information: National Data Buoy Center (NDBC) NDBC requires a temperature controlled battery storage building designed to optimize battery life, maximize safety and efficiency of operations, and eliminate risks associated with the storage of batteries. This unit shall comply with all Federal, State and Local regulations applicable to Stennis Space Center, MS 39529. Minimum Technical Specifications: 1. General. (a) 2-hour fire rating; (b) Building shall incorporate explosion-relief construction; (c) These specifications are not intended to supersede any laws, regulations, or standards. 2. Exterior Material. (a) All exterior components shall meet or exceed 150 MPH load rating, equipped with Hurricane hold-down brackets and hardware to fasten unit(s) to 10"-12" concrete pad; (b) Finish white in color, high solids alkyd universal metal primer and a high solid acrylic alkyd enamel top coat with abrasion, corrosion, and exceptional durability or equivalent. *Preferred - White, KYMAX, Microbiological Resistant, algae/mildew resistance, Solar Reflectance of 87% and a Thermal Emittance of 89%. The Solar Reflectance Index (SRI) is 110 per ASTM E1980 or equivalent; (c) Roof shall be sloped to the rear away from the doors with rain shield over doors; (d) Doors 60" wide by 84" high with double leaf steel construction. Outward swing equipped with self-closers that can be temporarily locked open for loading and unloading, self-latching push panic bars for exit, and exterior locks with Best Interchangeable Cores (IC). For push back roller rack area a large roll up door is acceptable; (e) Shall be equipped with lift eyelets. Also, equipped with forklift pockets if delivered in smaller units to be assembled/connected on site; (f) Shall be equipped with signage on the outside of each door for each separated compartment using permanent D.O.T. metal flip placard with rust proof aluminum holders and stainless steel clips. NFPA 704 Hazard Rating signs. Minimum 11" x 11"; 3. Compartment Size (Minimum). (a) 6' x 7' Lead-acid charging area; (b) 6' x 7' Lithium storage area; (c) 6' x 7' Lithium disposal staging area; (d) 6' x 7' Lithium-ion charging area; (e) 8' x 7' Lithium-ion storage area (f) Size as required to accommodate push back roller racks to store up to 8 pallets. Lead-acid/Alkaline/Lithium-ion disposal staging area (g) Size as required to accommodate push back roller racks to store up to 12 pallets. Lead-acid/Alkaline/Lithium-ion storage area 4. Interior. (a) Explosion proof lighting and electrical; (b) Eyewash with shower stations supplied with tepid water shall be placed on the exterior at reasonable intervals to accommodate quick response from an interior compartment. These will be augmented using an eyewash bottle stored on the interior. (NDBC will provide bottles); (c) Minimum 8' ceilings; (d) Separation walls shall provide gas, chemical, and 2 hour fire separation from the adjacent compartments; (e) Insulation in walls, doors and ceiling shall be R11 (minimum) and shall be incased between double-wall steel constructions; (f) All components shall be covered with a white finish having exceptional durability resistant to corrosives, chipping and abrasions; (g) All shelving and workbenches shall be constructed of a non-combustible durable material and have a non-conductive surface or covering; (h) Both charging compartments shall be equipped with a standing workbench 36" high and 30" deep with an additional shelf 14" deep 18" above work surface (54" off floor) the full length of the back wall; (i) The lithium storage area and lithium disposal staging area shall have nine (9) fire barrier compartment on the back wall approximately 2' x 2' x2'; (j) Photo luminescent exit signs with 12 hour rating. Tritium is NOT an acceptable substitute; 5. Climate Controlled. (a) Heating Ventilation and Air-Conditioning (HVAC) system must be capable of achieving and maintaining a temperature of 70 degrees Fahrenheit all year around for ZIP code 39529 in south Mississippi. 6. Gas Detection System. (a) Hydrogen gas (LEL) detection system shall include sensors for each compartment and an exterior warning system with an amber strobe light; (b) Hydrogen gas detection system calibration kit shall be provided. 7. Fire Suppression. (a) Internal Class D for lithium areas and ABC for all others; (b) Fire system shall have audible, visual alarms and be equipped with a dry contact normally open to connect to the Stennis onsite facility alarm system; (c) Shall be equipped with a minimum of one (1) Class D fire extinguishers for lithium storage and disposal area and a minimum of (1) ABC fire extinguisher mounted on exterior. 8. Additional Requirements. (a) Static grounding system minimum: One (1) exterior grounding connection per unit, one (1) ten (10) foot long 5/8" diameter copper clad steel grounding rod per unit, and grounding lugs; (c) Air flow vents with steel frame and louvers to include a screen to prevent pest entry; (d) Door Approach: One (1) set of steps per door the width of the door (60") safety yellow in color with non-skid material on walking surface. Not required for push back roller racks; (e) FOB Destination: Stennis Space Center, MS. 39529; (f) Onsite installation to include grounding and anchoring to existing concrete pad; (g) Stamped Prints and Calculations: Drawings and Specification package with state specific PE stamp and calculations; (h) Recommendations for additional options should be listed as options on your response to this notice. At this time no solicitation exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Federal Business Opportunities (FedBizOpps) website, FBO.gov. It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this RFI will not be considered adequate responses to any resultant solicitation. Capability Statement Objectives and Requirements: This request is issued for the purpose understanding of industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to procure this structure. The purpose of this notice is to: (1) Determine if sources capable of satisfying the agency's requirements exist; (2) Determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements; and (3) Determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. (4) A positive statement of your intent to submit an offer as a prime contractor if a solicitation is issued as a result of this Sources Sought Notice. NOAA contemplates award of firm-fixed-price contract. No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.
