- The United States Coast Guard Surfaces Force Logistic Center, intends to issue a Commercial Request for Quote (RFQ) for DRYDOCK Repairs to the USCGC KENNEBEC. The acquisition will be solicited as a Total Small Business Set-Aside. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation FAR Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Best Value, Request for Quote (RFQ), on or about May 23, 2016. The solicitation will be issued electronically on the FEDBIZOPPS web page at http://www.fedbizopps.gov. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. Please sign up for the Auto Notification service to receive e-mail from FEDBIZOPPS when an action is taken under this solicitation. Send all requests via e-mail sandra.a.martinez@uscg.mil REQUIREMENT: This notice is issued by the U.S. Coast Guard, Surface Force Logistics Center, Norfolk, VA to identify sources capable of providing the following: Contractor shall provide all necessary facilities, materials, equipment, and personnel to DRYDOCK repairs to the USCGC KENNEBEC (WLIC 160B), a inland construction tender Cutter. The USCGC KENNEBEC is home ported in Portsmouth, VA SCOPE OF WORK: The scope of the acquisition is for the DRYDOCK repairs of the USCGC KENNEBEC. This work will include, but is not limited to the following work items: Hull Plating (U/W Body), Inspect Hull Plating (Freeboard), Ultrasonic Testing Appendages (U/W), Leak Test Propulsion Shaft Fairwaters and Rope Guards, Inspect Propulsion Shafting, Remove, Inspect, and Reinstall Propulsion Shafting, Straighten Mechanical Shaft Seal Assemblies, Renew Propulsion Shafting, Optical Or Laser Alignment Check Propulsion Shaft Bearings (External), Renew Propulsion Stern Tube Bearings, Renew Propellers, Remove, Inspect, and Reinstall Propeller, Minor Repairs and Reconditioning, Perform Keel Coolers, Clean, Inspect and Hydro Fathometer Transducer, Renew Sea Valves and Waster Pieces, Overhaul or Renew Sea Strainers - Duplex (All Sizes), Overhaul Rudder Assembly; Remove, Inspect and Reinstall Spud Wells, Preserve Decks - Exterior, Preserve (“Non-Skid Broadcast Grit” System) Stern Tube Interior Surfaces, Preserve 100% Hull Plating Freeboard, Preserve “100%” Cathodic Protection / Zinc Anodes, Renew Drydock Lead-Based Paint, 100% Abatement, Perform Temporary Services, Provide - Tender Sea Trial Performance, Support, Provide Boat Davit Winch, Shrink Wrap Buoy and Cargo Handling Crane, Shrink Wrap U/W Body, Preserve (100%) Composite Labor Rate GFP Report Laydays Anticipated Period of Performance: The period of performance is anticipated to be for FIFTY (50) calendar days with a start date of 20 September 2016 – 08 November 2016 Geographical Restriction: Restricted to an area no greater than 425 nautical miles (nm) from the cutters homeport and no open water transits NAICS Code/Size Standard: The applicable NAICS Code is 336611, Ship Building and Repairing and the size standard is 1,250 employees. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. This solicitation is Subject to Availability of Funds. All responsible sources may submit an offer, which shall be considered by the United States Coast Guard.
