Description
The National Aeronautics and Space Administration (NASA) Armstrong Flight Research Center (AFRC) is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the repair of the Research Aircraft Hangar B4802 HVAC System at NASA/AFRC Edwards, California 93523. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. This project will address the ailing mechanical systems inside Hangar B4802. This project will include the repair-by-replacement of the hangar's evaporative cooling system with the additive option to install radiant heating. The evaporative cooling units are to be demolished and replaced. The existing ductwork will be reused and repaired. Some of the cooling units are located on steel elevated platforms, which will be demolished as well. The demolished systems will be replaced by a new system capable of providing adequate cooling to the hangar, as required. The existing radiant-slab heating system is to be abandoned in place due to it no longer being cost efficient to run, given its age and frequency of burst pipes if radiant heater option is exercised. A new heating system is to be designed and installed to provide adequate heating as necessitated by the hangar as an option. The exhaust system will be redesigned to be functional with new cooling system. All of these systems shall then be integrated to the building's existing building automation system (BAS). This project will not increase AFRC's square footage. Interested small business firms capable of meeting AFRC's requirements should submit capability information demonstrating their abilities. It shall include a one-page summary with supporting details. The one-page summary shall include: (1) company's name, address, primary POC and telephone number; (2) description of principal business activity; (3) number of years in business; (4) company's business size standard (specifically identify if you are a small business, 8(a) Business Development Participant, Service-Disabled Veteran Owned Small Business, Woman-Owned Small Business, Economically Disadvantaged Woman-Owned Small Business, or a HUB Zone Small Business); (5) and DUNS number and CAGE code (for prime and subcontractor/teaming partners). The supporting detailed information shall include a listing of relevant work performed in the previous 5 years to include (1) customer contact information (address, current phone number and current e-mail address), (2) contract number, (3) contract type, (4) dollar value of project, and (5) customer/agency name. The information shall identify the firm's specific capabilities that are relevant to this requirement. It is not sufficient to provide only general brochures or generic information. The capability information, exclusive of the one-page summary, shall NOT exceed ten (10) pages (including attachments) and shall contain a minimum font size of 12. It should be submitted electronically only (via e-mail) to the primary point of contact (POC) listed below. NO SOLICITATION EXISTS; THERFORE, DO NOT REQUEST A COPY OF THE SOLICITATION. If a solicitation is released it will be synopsized on Federal Business Opportunities (FedBizOpps). It is the responsibility of the potential offerors to monitor this site for the release of any solicitation or synopsis. This sources sought is for informational and planning purposes ONLY and is not to be construed as a commitment by the Government nor will the Government pay for any information solicited. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents.
