- NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT EXTENSION: The purpose of this Notice of Contracting Action is to announce, in accordance with FAR Subpart 5.2, the Government's intends to pursue a Sole-Source procurement extension of the Metis requirement for five (5) months (1 Jun 2016 - 31 Oct 2016) in support of the Air Force Technical Applications Center (AFTAC), Materials Technology Directorate, Patrick Air Force Base, Florida. This extension will permit the continuation of mission critical services. The anticipated contract type is Cost-Plus-Fixed-Fee (CPFF). Any offerors believing they can provide the required Metis services for the specified period may provide evidence for consideration by notifying this office in writing by e-mail within 15 days of the publication of this notice. The Government will not pay for any material provided in response to this synopsis nor return the data provided. A determination by the Government not to compete this procurement based on responses received is solely within the discretion of the Government. This notice does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government to release a competitive solicitation or award a contract. The 5 months extension of the current contract is due to the delay of the follow-on acquisition award of the Metis II. In order to continue these essential services and avoid an unacceptable schedule delay, the Government will acquire the services on a sole-source basis from: ENSCO, Inc. 3110 Fairview Park Dr, Ste 300 Falls Church VA 22042-4536 The resultant contract modification will be awarded under the authority of FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency's requirements. The applicable North American Industry Classification System Code (NAICS) is 541512 - Computer Systems Design Services, with a size standard in dollars of $27M. Description of Services: The required services is to maintain and enhance Metis a NoSQL database, interfacing software tools development, data discover-ability, database modernization, data tracking, and software engineering support. These services support Metis program objectives of enhanced data utilization through advanced modeling, quality control of analytical data, data mining, database support, tools development, and general enhancement of existing data system. AFFARS clause 5352.201-9101, Ombudsman (Apr, 2014) is applicable. (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Lt Col Lateef M. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
