- Short Title: Covaris E220 Evolution Ultrasonicator for acoustic shearing of DNA. Document Type: Presolicitation Notice Solicitation Number: N02CO62576-78 Posted Date: 5/11/2016 Response Date: 5/18/2016 3PM ET Classification Code: S210 NAICS Code: 493120 Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E136, Rockville, MD 20850, UNITED STATES Description National Cancer Institute (NCI), Center for Cancer Research (CCR), Surgery Branch, plans to procure on a sole source basis services for storing cryopreserved cells, from Fisher Bioservices, Inc., 14665 Rothgeb Dr., Rockville, MD 20850-5312. This acquisition will be processed in accordance with FAR Part 8.405. The North American Industry Classification System code is 493120 and the business size standard is 27.5 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The Period of Performance 6/1/2016-5/31/2017. It has been determined there are no opportunities to acquire green products or services for this procurement. Contractor Requirements are: The contractor shall provide facilities, material, and labor for storing cryopreserved cells in a contractor-owned, liquid-nitrogen freezer capable of storing vials in up to 7 boxes (2 in. tall with at least 81 slots per box). The Government shall provide the boxes. Cells shall be stored at temperatures that meet the manufacturer's specifications for the freezer. The contractor shall maintain racks in sufficient condition as not to damage the boxes during their removal and replacement in the racks to an extent that would allow vials to fall out of the boxes. The contractor shall also provide facilities, material, and labor for storing biologic material in contractor-owned -80oC freezer space with shelving and up to 21 cubic feet of storage space (a total of 6 shelves). The services include the following: 4 Dedicated Units, Upright Ultra-Low Freezer (-70°C to -90°C), ~20 to 25 cubic feet. 1 Dedicated Units, LN2 Freezer (~300, 2" boxes). The freezer chamber temperatures shall be monitored continuously and recorded at least several times an hour, seven days a week, 24 hours a day. Summary records shall be provided on a regular basis. When a chamber temperature falls outside of a specified range that is within the manufacturer's specifications, triggering of the monitoring system shall result in a technician responding within sufficient time that corrective action can be taken to restore the temperature to its normal level and to prevent the liquid nitrogen chamber temperature becoming warmer than -80oC and to prevent materials stored at ¬-80oC becoming warmer than -60oC. The monitor and the power for the freezer shall be supported by an auxiliary system to provide backup in case of a power failure. The contractor's facility shall meet industry standards, shall be compatible with FDA guidelines (http://www.fda.gov/ICECI/ComplianceManuals/CompliancePolicyGuidanceManual/ucm200364.htm) shall have controlled access, and shall be within a 10 mile drive from the main NIH Bethesda campus. The contractor's facility shall be capable of making and receiving shipments of biologic materials at appropriate temperatures, at an additional shipping charge. An average of 1 shipment a month of materials shall be made to or from the NIH Clinical Center. All shipments shall be made in appropriately insulated containers with sufficient dry ice to assure that the temperature of the material does not rise above that of dry ice. A computer-based inventory of materials stored at the contract site will be established and maintained by the contractor. The inventory shall be accessible through the Internet to the NCI Surgery Branch staff. PREVENTIVE MAINTENANCE: The contractor shall provide regular preventive maintenance that is consistent with the manufacturer's guidelines. EMERGENCY SERVICE: Emergency repair services shall be provided by qualified personnel on an unlimited basis seven days a week, 24 hours a day, during the term of this contract at no additional cost to the Government. REPLACEMENT PARTS: Replacement parts shall be provided by the Government for Government-owned equipment. The contractor shall provide replacement parts for contractor-owned equipment. SERVICE EXCLUSIONS: For Government-owned equipment the contractor shall not be responsible for any repairs necessitated by vandalism, Acts of God, fire or water. These repairs shall be the subject of a separate purchase order and shall not be performed under this contract. The contractor shall be responsible for contractor-owned equipment. PERSONNEL QUALIFICATIONS: Personnel shall have the education, training, and experience, or any combination thereof, to enable them to perform their assigned functions. Qualifications apply particularly to working with cryopreserved cells and maintaining material at dry-ice temperatures or colder, when out of the freezer chamber. Sole Source: The clinical nature of the work requires that the facility be well-established with a strong track record. The Fisher BioService facility is the only known facility within a 10 mile drive from the NIH campus, this is required so that materials can be sent and retrieved on short notice and designated Surgery Branch investigators can get to the facility quickly. Risks associated with moving the frozen inventory to another facility would be risky and must be taken very seriously. Moving frozen products, particularly those stored in liquid nitrogen freezers, involves risks that could jeopardize NCI's patient care. For these reasons, Fisher BioServices is uniquely qualified to provide the aforementioned services. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 3 PM ET, on May 18, 2018. All responses and questions must be via email to Francisco Mendoza, Contracting Specialist at francisco.mendoza@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered and have valid certification and the Online Representations and Certifications Applications through sam.gov.
