- This notice is considered to be a synopsis in accordance with FAR Subpart 5.2 for the Waste Isolation Pilot Plant (WIPP) Transportation Services procurement. The U.S. Department of Energy (DOE) requests review and comment from all interested parties of the Draft Request for Proposal (RFP) No. DE-SOL-0009438 pertaining to the WIPP Transportation Services procurement. The Draft RFP is being issued for informational purposes to assist DOE in developing a Final RFP for this procurement. The Draft RFP for the WIPP Transportation Services procurement, DE-SOL-0009438, is posted to the EMCBC procurement website at: https://www.emcbc.doe.gov/SEB/wipp_transportation_services/draftrfppage.php DOE IS NOT REQUESTING PROPOSALS AT THIS TIME, AND INTERESTED PARTIES SHALL NOT SUBMIT PROPOSALS IN RESPONSE TO THE DRAFT RFP. THIS ANNOUNCEMENT NEITHER CONSTITUTES A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THIS ANNOUNCEMENT SHOULD NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT FOR ANY PURPOSE. DOE hereby invites all interested parties to thoroughly examine the Draft RFP and the accompanying procurement website in their entirety and to provide suggestions, comments, questions, and changes in writing via the following email address: WippTransportation@emcbc.doe.gov no later than June 7, 2016. The Final RFP for this procurement is currently anticipated to be issued in August 2016. A dedicated webpage has been established for this procurement. All news/announcements, documents (including the Draft and Final RFP), questions/answers, pre-solicitation conference information, and related links will be posted to the following webpage: https://www.emcbc.doe.gov/SEB/wipp_transportation_services/index.php. The Draft and Final RFP will also be posted to the FedBizOpps and FedConnect websites. DOE will not respond to or post on the procurement website any oral or written questions or comments pertaining to the Draft RFP; however, DOE will respond to and post questions and answers on the Final RFP after its release. In developing the Final RFP, DOE will consider all comments, proposed changes, and questions received. DOE tentatively anticipates issuance of the Final RFP, for which proposals will be requested, in the fourth quarter of Government fiscal year 2016. No additional synopsis will be released prior to issuing the Final RFP. DOE intends to conduct a pre-solicitation conference, site tour, and industry one-on-one sessions for this procurement on June 1 and June 2, 2016. Interested parties are encouraged to review the Draft RFP prior to the pre-solicitation conference, site tour, and industry one-on-one sessions, and to monitor the WIPP Transportation Services procurement website. The WIPP transportation services scope covers facilities, personnel, and equipment to operate a local terminal and transportation and maintenance services. This includes, but is not limited to, carrier services for the safe transport of contact-handled (CH) and remote-handled (RH) transuranic (TRU) wastes and mixed hazardous constituents, including polychlorinated biphenyls (PCBs) and asbestos, between various DOE sites across the country and other defense-related TRU waste generator sites to the WIPP site, near Carlsbad, New Mexico. The Government anticipates awarding an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract, utilizing Firm-Fixed Price (FFP) task orders, that may include a separate Contract Line Item Number (CLIN) (within Task Orders) for specified cost reimbursable (no fee) items. The period of performance is a five year ordering period, which includes the 60-day transition period. The WIPP Transportation Services procurement will be conducted as a set-aside for small businesses that do not exceed the small business size standard of $27.5M (annual receipts) under NAICS code 484230, Specialized Freight (except used goods) Trucking, Long-Distance. The Government does not intend to acquire a commercial item or service using FAR Part 12.
