- Attachment 6 - Solicitation # HSCG85-16-Q-P45MC1 Attachments (1 to 5) - Solicitation # HSCG85-16-Q-P45MC1 RFQ Solicitation # HSCG85-16-Q-P45MC1 SOLICITATION NUMBER: HSCG85-16-Q-P45MC1 TITLE: USCGC SFLC IBCTPL WYTL 65' DRYDOCK VOYAGE REPAIRS IDIQ The United States Coast Guard (USCG) Surfaces Forces Logistic Center (SFLC) has a requirement for Multiple Award Task Order Contract - for IBCTPL WYTL 65' Drydock and Voyage Repairs IDIQ. The acquisition will be solicited as a Total Small Business Set-Aside. The Coast Guard will acquire the work outlined in the solicitation utilizing procedures in Federal Acquisition Regulation FAR Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. This requirement is for contractor to provide all necessary facilities, labor, materials, equipment, supplies, power, accessories, personnel and such other things as are necessary, except as otherwise specified to perform dry-dock & repairs and alternations to the U.S. Coast Guard Cutters - WYTL 65' Drydock and Voyage Repairs, a 65 Foot (Class A, B, C & D) Buoy Tender in accordance with this solicitation and attachment specifications.. All work will be performed at the contractor's facility. NAICS Code/Size Standard: The applicable NAICS Code is 336611, Ship Building and Repairing and the size standard is 1,250 employees. This requirement will be evaluated using price and past performance as evaluation factors. Hard copies solicitation will not be issued. PLACE OF PERFORMANCE: All dry dock work shall be performed at the contractor's facility. GEOGRAPHICAL RESTRICTION Geographic restriction may be implemented at the Task Order level due to operational requirements and/or urgent repairs. Any geographic restrictions will be identified at the Task Order level and implemented accordingly. In accordance with LANTAREAINST 3100.1D titled Geographic Restriction for Commercial Vessel repair contacts, all dry-dock work shall be performed at the contractor's facility within a geographical restriction of an area no greater than 195 nautical miles from their homeport and not further than 10 nautical miles offshore. ANTICIPATED PERIOD OF PERFORMANCE: The period of performance is anticipated to be for a Base plus Four (4) Option Periods from 1 July 2016 thru 30 June 2021 (Subject to change at the discretion of the Government). Base Period: 1 July 2016 thru 30 June 2017 Option Period 1: 1 July 2017 thru 30 June 2018 Option Period 2: 1 July 2018 thru 30 June 2019 Option Period 3: 1 July 2019 thru 30 June 2020 Option Period 4: 1 July 2020 thru 30 June 2021 DESCRIPTION OF WORK: The scope of the acquisition for the DRYDOCK repairs of various items for the USCGC SFLC IBCTPL WYTL 65' DRYDOCK VOYAGE REPAIRS IDIQ is listed as Attachment 2 - Work Specification. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. This solicitation is Subject to Availability of Funds. All responsible sources may submit an offer, which shall be considered by the United States Coast Guard. QUESTIONS AND REQUEST FOR DRAWINGS: Orders for U.S. Coast Guard specification reference drawings must be placed within 10 days of the solicitation issue date. We strongly encourage contractors to submit all their questions regarding the solicitation no later than 25 May 2016 10:00AM PDT.
