Description

The US Fish and Wildlife Service (USFWS), National Conservation Training Center (NCTC) in Shepherdstown, WV intends to award a purchase order to Siemens, which is uniquely qualified due to the following reasons: There are 17 existing Fire Alarm Panels installed throughout the campus, one each in 17 buildings. These panels are Siemens ¿ XLS ¿. This product is being phased out and will no longer be serviced by October 2018. The MXL upgrade components, which are proprietary items to Siemens, are designed to fit within the existing panels and will preclude the necessity for providing new panel boxes and all of the costs associated with removal, replacement, repairs, reconnections, etc. associated with new panels by another vendor. The USFWS will own the data and have a citation index as part of our permanent digital archive. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). This notice of intent is not a request for competitive proposals, however, all proposals received within 15 days after the date of publication of this notice will be considered by the USFWS. A determination by the USFWS not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the USFWS. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
