- SOURCES SOUGHT NOTICE NAVSUP Fleet Logistics Center San Diego (FLCSD) is seeking qualified Small Business (S/B) sources that have capability to provide special dietary food items to the Cafeteria at the Naval Medical Center San Diego (NMCSD). This SOURCES SOUGHT announcement is for market research purposes only. These products support patients health and satisfaction and therefore, it is imperative that the contractor be in compliance with all orders and deliveries. All products and services distributed to NMCSD must be approved through the following food establishments: United States Department of Agriculture (USDA), the United States Food and Drug Administration (FDA), and United States Department of Commerce (USDC). Contractors must have all products approved and be in compliance at all times under these standards and guidelines to guarantee the safety and sanitation for all food products. The contractor must adhere to NAVSUP P5010. These instructions for all food and supplies are mandatory and shall be met by any and all contractors. All foods delivered to Navy and Marine Corps food establishments will originate from approved food establishments. All deliveries at NMCSD must be made Monday through Friday, between the hours of 0800 and 1400 at loading dock 13. Exact quantities and delivery schedules will be listed in each delivery order and all food requirements will be ordered on an as needed basis. The DRAFT Schedule of Supplies is attached (Brand Name or Equal). This procurement is anticipated to be a Firm-Fixed Price (FFP) Requirement Contract. NAVSUP FLCSD anticipates issuing a solicitation for one (1) base year and four (4) one-year option periods for a total of five (5) years. The North American Industry Classification System (NAICS) Code is 311422 and the Small Business Size Standard is 1,250 Emp. The purpose of this Sources Sought Notice is to locate and identify qualified 8(a)s, Hubzones, Women and Service Disabled Vets and Small Business (S/B) sources to determine if sources exist. Such sources are invited to respond to this sources sought announcement by demonstrating Technical Capabilities (not to exceed eight (8) pages not inclusive of the cover page) that summarizes the product its offered. Respondents shall provide information related to contracts where the respondent was involved at a comparable level of effort. In addition, interested 8(a)s, Hubzones, Women and Service Disabled Vets and S/B firms are invited to respond to this sources sought announcement by providing the following: (1) name and address of applicant (corporate/principal office and socioeconomic status); (2) name, telephone and email address of point of contact; (3) NAICS and Cage Code; (4) contractors technical capabilities statement; and (5) The contractors technical capability or potential approach to achieving technical ability to perform at least 51% of the cost of the proposed contract with its own employees. A determination as to whether this acquisition will be a set-aside for 8(a)s, Hubzone, Women and Service Disabled Vets and S/B will be based upon responses to this notice. Small Business programs identified above are only invited to respond to this sources sought. Interested firms are requested to submit information statement electronically by 11:00 a.m. PST on 20 May 2016 to the POC e-mail-address listed. Availability of any formal solicitation will be announced separately. No cost data should be submitted. The Government will not pay for any materials provided in response to this notice or any follow-up information requests. Submittal will not be returned to the sender. Respondents will not be notified of the results of the evaluation. NAVSUP FLCSD will utilize the information for technical and acquisition planning only.
