- SCHWARTZ FY16 A-E SERVICES ARCHITECT-ENGINEER Edward J. Schwartz Federal Office Building & Courthouse San Diego, California Solicitation Number: GS-09P-16-KTC-7009 THIS IS A SOURCES SOUGHT SYNOPSIS FOR SMALL BUSINESS ONLY. This is NOT a request for offers, proposals, quotations or invitations for bids or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources. The Government is not obligated to and will not pay for information received as a result of this announcement. A Request for a solicitation will not receive a response. The General Services Administration ("GSA") Pacific Rim, Region 9 conducting a sources sought to seek a qualified small business Architect-Engineering (A-E) firm to provide Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As-Built Documentation, Building Design Standards and all other related information for Solicitation number: GS-09P-16-KTC-7009 to renovate and upgrade multiple agency spaces at the Edward J. Schwartz Federal Office Building and Courthouse located at 880 Front Street/ 221 W. Broadway, in Downtown San Diego. This requirement is being procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6. Applicable NAICS code is 541310 and small business size standard of $7.5 million in average annual receipts. Magnitude of Construction is between $17,000,000M and $19,000,000M. The anticipated award date of the proposed A-E Contract is on or before December 1 st, 2016. Potential contractors must be registered in SAM (www.sam.gov) at time of submission of their qualifications in order to be considered for an award. This sources sought is restricted to small businesses only. All firms submitting a written Letter of Interest must indicate whether they are small business (SB), HUBZone small business (HUBZone), 8(a) small business, veteran-owned small business (VOSB), service-disabled veteran-owned small business (SDVOSB), small disadvantaged business (SDB) or woman-owned small business (WOSB) or an economically disadvantaged women-owned small business (EDWOSB). Economically disadvantaged women-owned small business is a subcategory of women-owned small business concern and is a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR Part 127 and automatically qualifies as a women-owned small business concern eligible under the WOSB Program. NOTE: HUBZone and 8(a) firms should provide a copy of their certification received from the Small Business Administration. Service-disabled veteran-owned small business firms should provide a copy of their certification received from the Veterans Administration. Your responses to the information requested will assist the Government in determining whether a set-aside is possible or whether full and open competitive procedures should be utilized. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Anticipated Procurement Requirements The Edward J. Schwartz Federal Office Building and Courthouse is located at 880 Front Street and 221 W. Broadway, in Downtown San Diego. This Repair & Alterations project includes tenant realignment and systems upgrade following the move of the IRS and the District Court Clerk and Judges to San Diego's New Courthouse Annex which was completed in the first quarter of FY2013. The project will cover 4 main areas of work: •1. Recovery of vacant space work includes Tis, with related MEP upgrades and ABAAS restroom upgrade on the 1st, 3rd, and 4th floors of both the Federal Office Building and the Courthouse wings of the building complex. •2. Building system upgrade includes automatic transfer switches replacing main switch gear; new emergency generator; replacement of water shut-off valve, cracked plumbing at all floors; and cleaning & sealing of precast concrete panels on south side of FB wing. •3. Security upgrade includes structural reinforcement and blast protection for a portion of the building that bridges a city street; bollards at building entrances; anti-ram barrier at garage entrance; structural blast protection on north side of Court wing. •4. Fire/Life safety work includes sprinkler coverage retrofit; quick response sprinkler heads; electric fire pump to replace diesel pump. This Renovation & Alteration project proposes the backfill of space on the 1 st floor of the Courthouse (CH) with U.S. Grand Jury (3000 s.f.), the 1 st floor of the Federal Office Building (FOB) with Social Security Administration (2400 s.f.), 3 rd floor of the FOB with Environmental Protection Agency (4000 s.f.), and 4 th floor of the FOB with Executive Office of Immigration Review (18,600 s.f.). The Schwartz Federal Building & Courthouse must remain fully operational throughout design and construction of the project. Work deemed to be disruptive to tenants must be scheduled after hours in order to minimize disruptions to building occupants and to maintain public safety. The project delivery method is expected to be Traditional Architect -Engineering Services procured under the Brooks A-E Act and FAR Part 36 and in accordance with GSA Design Excellence policies and procedures. The potential A-E firm must be capable of developing documents for the following phases; Pre-Design, Concept Design, Design Development, Construction Documents PCCS and Record Documents phases for the multiple tenant agencies at the Edward J. Schwartz Federal Office Building and Courthouse located in San Diego, Ca The design for this project is required to follow the the best practices in GSA high performance green standards. The AE is required to explain how sustainable design has been incorporated in the project. It is estimated that the procurement's anticipated Design Phase will begin in December 1 st 2016. The current estimated construction cost for this anticipated procurement ranges from $17,000,000 to $19,000,000. The estimated duration of the Architect Engineering design services for this anticipated procurement is 12 Months (365 calendar days) after the issuance of the Notice to Proceed (NTP). The Government anticipated the release of phase II, Request for Proposal ("RFP") for the technical portion of this procurement will be on or about September 2016. The RFP will be issued via the Federal Business Opportunity website at: http://www.fedbizopps.gov. Interested parties are STRONGLY encouraged to register on this website to receive notification of actions associated with this procurement. Solicitation number, provisions, required proposal forms, clauses and instructions to prospective offerors will be included with the procurement documents and posted on the Federal Business Opportunities website. If a contract result from this Sources Sought Notice, the services will be procured under Federal Acquisition Regulations (FAR) Part 36, "Construction and Architect-Engineer Contracts, " subpart 36.6, "Architect-Engineer Services" and in accordance with GSA Design Excellence policies and procedures. Firms interested in this effort must be able to demonstrate experience as a Architect-Engineer Design Firm on three similar projects as defined below: SIMILAR PROJECT is defined as a project that is similar in size, type and complexity. To qualify as a SIMILAR PROJECT, the project must meet all three elements of size, type, and complexity as further defined here: To be considered similar in size, projects must exceed $ 19,000,000 in construction cost and be completed within the last 10 years, be at least 70,000 usf, and is located in building of at least 6 vertical stories. To be considered similar in type, projects must include renovation, alteration, office, school, court hearing rooms. multi-tenants building or related facility with similar characteristics. To be considered similar in complexity, projects must include, but are not limited to, construction of fully occupied building, working with multiple tenants throughout programming, design, and construction documentation, secured space with minimal disruption to existing occupants, MEP work in an existing multistory building. Firms should demonstrate past experience with Physical Security Criteria for Federal Facilities including Federal Building blast protection design standards. If you are an interested small business architect engineer firm, please provide a Written Letter of Interest and a response to the following questions. All information submitted is subject to verification. Additional information may be requested to substantiate responses. Please provide proof (i.e. DUNS number, Central Contractor's Registration printout, certification letter from the Small Business Administration, etc.) that your firm is a Small Business in accordance with NAICS code 541310 $7.5 million in average annual receipts. Identify whether your firm is 8(a), Small Disadvantaged Business, Women-Owned Small Business, HUB-Zone Small Business, Service Disabled Veteran-Owned Business, or Veteran-Owned Small Business. (For additional information on small business concerns visit www.sba.gov ) Please provide a narrative of your firm's experience and include at a minimum three (3) projects that meet the description of "Similar project" as described above. The narrative shall address the salient features for each project and include a client reference contact for each project, including name, title, address, e-mail, phone, and fax numbers. 4. Provide Lead Architect's resume demonstrating experience with similar projects as defined in the similar project definition Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete a proposed procurement based upon responses to this notice is solely within the discretion of the Government.
