Attachment 01 (Performance Work Statement) Attachment 02 (Quote Submission Form) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. Requisition Number W81EWF51888011 is being issued as a Request for Quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Geotechnical & Structures Laboratory at Vicksburg, MS has a requirement for the following: Modifications to Active Seismic Imaging (ASI) System Potential vendors may access the following attachments below: Attachment 01 (Description of Requirements) Attachment 02 (Bid Submission Form) The North American Industry Classification System Code for this procurement is 541712 (Research and Development in the Physical, Engineering, and Life Sciences except Biotechnology) with a small business size standard of 500 employees. FAR 52.212-2 - Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the most advantageous and the best value to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical/Proposal Risk 2) Past Performance/Performance Risk 3) Price An award will be made based on the best value proposal that is determined to be the most advantageous to the government, with appropriate consideration given to the price and non-price/cost factors. The Technical factor is significantly more important than the Past Performance factor and the Price factor. Within the Technical factor, the Experience of Key Personnel sub-factor is significantly more important than the Technical and Management Approach sub-factor. Past Performance is more important than Price. All of the non-price factors, when combined, are significantly more important than price. To be considered for award, the offeror must be determined to be acceptable in all areas. A deficiency in any of the areas could constitute a basis for rejection of a proposal. Technical Factors: Subfactor 1: Experience of Key Personnel Experience of Key Personnel: The offeror will be evaluated on the ability to identify key personnel that will contribute to overall performance and management of the effort to meet the requirements of the PWS. Proposals that provide adequate and clear information that establishes the proposed key personnel possess adequate qualifications, experience, and expertise to effectively perform and manage the requirements of the PWS will be evaluated more favorably. The offeror will be evaluated on the ability to sufficiently discuss the qualifications and experience of the key personnel involved with performance of the requirements listed in the PWS. Proposals that substantiate the key personnel have the qualifications, experience, and expertise required to successfully manage this effort will be evaluated more favorably. Subfactor 2: Technical and Management Approach Technical and Management Approach: The offeror will be evaluated on the ability to demonstrate its capability to provide a high quality technical and management approach to meet the requirements of the PWS and satisfy the needs outlined for each specific performance objective. Proposals demonstrating a clear understanding of how to deliver services to meet the requirements of the PWS and demonstrate that proposed technical personnel possess the technical qualifications, experience, and capabilities to deliver the expert services called for in the PWS will be evaluated more favorably. The offeror will be evaluated on the ability to demonstrate a sound plan to achieve all phases of planning, executing, and administering the effort. The offeror will be evaluated on the ability to demonstrate an effective and efficient process for timely completion of the requirement. Proposals that demonstrate a performance schedule that accurately reflects and understanding of the level of complexity associated with the tasks in the Performance Work Statement will be evaluated more favorably. Past Performance/Risk Rating: The government is seeking to determine whether the offeror has experience that will enhance its technical capability to perform and whether the offeror consistently delivers quality products and services in a timely and cost effective manner. The evaluation of Past Performance is an assessment of the offeror's Past Performance on contracts of a similar nature, size, scope, and complexity, utilizing a comparable number of personnel with like skills. The government will consider the Offeror's previous and current record of contractual performance. The government's assessment will focus on contracts that meet the following conditions: Relevancy is a measure of the extent of similarity between the service/support effort, complexity, dollar value, contract type, and subcontract/teaming or other comparable attributes of past performance examples and the source solicitation requirements; and a measure of the likelihood that the past performance is an indicator of future performance. Performance Confidence Assessment is an evaluation of the likelihood (or government's confidence) that the offeror will successfully perform the solicitation's requirements; the evaluation is based upon recent, relevant past performance information. Aspects to be considered in the past performance evaluation include the offeror's record of: 1) quality; 2) schedule/timeliness of performance; 3) customer satisfaction; 4) management/personnel/labor; 5) cost/financial management; and 6) safety/security. Any significant achievement, problem or lack of relevant data in any element of the work can become an important consideration in the source selection process. A negative finding under any element may result in an overall high-risk rating. Therefore, offerors are reminded to include all relevant past efforts, including demonstrated corrective actions, in their proposal. In the case of an offeror without any relevant past performance history, past performance will be evaluated as "neutral". If the past performance information is negative, the offeror may be given an opportunity to provide rebuttal if it has not previously had such an opportunity. The government will use data provided in the Offeror's proposal and data obtained from other sources. The offeror is cautioned that while the government will consider data from other sources, the burden of demonstrating satisfactory past performance rests with the offeror. Price Factor: The government will evaluate all aspects of the price proposal for fair and reasonableness, and realism. Cost/Price will not be an adjectivally rated criterion but will be evaluated as to the reasonableness and realism and for providing the best value to the Government. Offerors found to be unreasonably high may be considered unacceptable, and may be rejected on that basis. The government will evaluate the realism of offeror's proposed prices to determine whether the price is realistic for the work to be performed; reflects a clear understanding of the requirements; and is consistent with the methods of performance described in the offeror's proposal. The agency may reject an offer that reflects a serious lack of cost/price realism. The price proposals will be evaluated for reasonableness and realism in accordance with FAR 15.404-1(b), (c), and (d). Price and cost analyses will be accomplished in accordance with FAR 15.404-1 and will encompass the following: Labor Rates: The cost/price proposals will be evaluated for reasonableness and realism. A price analysis will be performed to evaluate the fixed price labor rates inclusive of fee. The vendor must submit the following so the Government can evaluate the Offeror's technical acceptability: The written proposal will be the primary basis on which the Government will determine the capability of the Offeror to perform this work. It shall be specific, complete, thorough, clear and concise, and must address each requirement stated in the Performance Work Statement. The proposal shall not merely offer to comply with the Government's requirements by simply restating them, but shall specifically describe the means of accomplishment. The proposal in its entirety shall be specific, detailed, and complete to demonstrate that the Offeror has a thorough understanding of the solicitation requirements. Statements such as "the Offeror understands, can or will comply with the requirement listed in the Performance Work Statement", statements that paraphrase the Performance Work Statement, or ambiguous phrases such as "standard procedures will be employed" or "well known techniques will be used" will be considered unacceptable. Unnecessary elaboration or other presentations beyond that sufficient to present a complete and effective proposal are not desired and may be construed as an indication of the Offeror's lack of cost consciousness. Elaborate artwork, expensive paper or bindings, and expensive visual or other presentation aids (with the exception of technical drawings and figures) are neither necessary nor desired. The proposal shall contain all the pertinent information in sufficient detail in the one area of the proposal where it contributes most critically to the discussion. When necessary, the Offeror shall refer to the initial discussion and identify its location within its proposal.
