Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction, and the small business size standard is $36.5M. Project magnitude is between $500,000 and $1,000,000. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Description of Services Project 640 -15-142, Install Modular Building for MRI machine. The project will be located at the Palo Alto Division of the VA Palo Alto Health Care System facility at Palo Alto, CA. The intention of this project will be to: "Provide a modular building to support the installation of a new MRI machine "Modular building must be constructed to meet medical grade requirements for interior finishes, flooring, and ventilation "Structural components shall be designed to meet weight loads of the MRI machine, and for safe placement with existing site conditions and elevations. "Modular building shall meet, at minimum, the following specifications and requirements: oMinimum dimension 28' x 34' with the following space program: "Machine room - Approximate 300 GSF "Control room - Approximate 100 GSF "Equipment room - Approximate 100 GSF "Changing Room - Approximate 60 GSF "Waiting/vestibule - Approximate 250 GSF oUpgraded skirting and exterior design to integrate with existing building façades of Building 5 and 102. Exterior skirting must be designed to accommodate the site drainage located in the center of the loading dock area. See exhibit 2 - storm drain. oAluminum steps and ADA compliant ramp, as necessary, to interface with landing at loading dock of Building 5 oResilient Sheet Flooring throughout - color to be determined by COR - submit available color pallet for determination. Provide Static Dissipative Flooring in the Scan Room and Control room. oIntegrated HVAC unit - roof mounted - installed on separate power panel for future emergency power feed. See exhibit 3 for separate environmental room control requirements and cooling/ venting requirements. For venting and air intake restrictions - make special note of quench vent restrictions. HVAC unit shall be installed with vibration damping isolators. See vibrations restrictions on sheet R-501, exhibit 3. Do not install HVAC roof equipment over mechanical, control, or scan rooms. oDesign provisions for Fire Alarm system connections - Fire Alarm components to include, but not limited to Annunciator Panel, Audible Alarms and Strobes, and pull stations. All Fire alarm conduits to be 'Red' rigid galvanized steel - 1" minimum. Contractor to connect all new Fire Alarm Components at MRI Trailer to the existing building 5 fire alarm system - Notifier. All fire alarm equipment shall be Notifier, and compatible with the current system. Delegated Design to contractor. Conduit Run from trailer to building 5 shall be underground in buried schedule 80 conduit - provide detachable warning tape 6" above conduit. Depth of conduit to be 24" minimum below grade. All conductors to be copper. oDesign provisions for normal power distribution for MRI Trailer and Equipment - see exhibit 3 for future MRI equipment power requirement. Provisions shall include a 600 amp 480/277v breaker to be installed at the main exterior switchboard at building 5 (see Exhibit 5 Electrical Power) to a main panel at the MRI trailer. All lighting circuits except at scan and control room to be on 277v power. All lighting at scan, equipment, and control rooms to be DC Lighting. Provide AC to DC transformer for associated lighting. All receptacle outlets to be on 208/120v. Provide a step down transformer and associated circuit panel for outlets. Delegated Design to contractor. "All underground conduits to be 4" minimum schedule 80 pvc. Encase conduits in red concrete - 3000 psi minimum. Conductors to be sized per load and the current NEC 70 requirements. Provide detectable warning tape above buried duct bank. Top of duct bank to be 24" below grade minimum. Provide minimum of 1 spare conduit with installed pull string. All conductors to be copper. "Provide a separate circuit panel for future emergency power feed. Place all emergency lighting and HVAC systems on this panel - power panel with normal power feed from main panel. Emergency lights to be installed with battery backup ballasts - lights shall be configurable to replace battery ballasts with standard ballasts when future emergency power feed is provided. oProvide minimum 3.5" thick concrete floor system. Concrete F'c shall be 3000 PSI at 28 days. "Trailer framing - provide all Steel framing members - G60 galvanized. "Provide 22 gauge minimum G60 galvanized steel deck fastened to floor framing members. oProvide Parapet wall system on roof with integrated roof drainage - roof drainage shall be connected to existing storm drain - tie point of connection - see exhibit 2. oWhite EPDM rubber, flat roof with 6" rigid foam insulation over steel B-Deck fastened to roof, sloped to drain ¼" per foot min. oMagnetic / RF shielding in walls and roof - see Exhibit 3 - Delegated Design to contractor. oRF glass shielded window at control room - see Exhibit 3 & 4 oQuench vent - see Exhibit 3 - Coordinate air intake and exhaust with future MRI Quench Vent requirements - see exhibit 3. oProvide 2-hour fire rated walls at all perimeter walls due to proximity of adjacent buildings. All exterior doors and fenestration shall meet 2 hour fire wall NFPA101 requirements. oProvide CA Title 24 energy efficient exterior windows oExit signage and emergency lights to meet NFPA 101 Life Safety Code oProvide Spray-on Cellulose interior wall insulation/soundproofing oProvide 'BEST' compatible 7-Pin locksets oProvide minimum of (10) 6 Port Data outlets and (20) duplex Power outlets - coordinate locations with COR. Data run shall be tied into first floor IDF in building 5. All data conduit to be 1" EMT minimum. Provide number of conduits such that the filled conduit is only 40% filled by volume. All data conductors to be Category 6 plenum rated. Both ends of each cable shall be labeled per the VA Palo Alto Labeling criteria. VA OI&T department shall provide to the GC the data line and data port labeling criteria at the notice to proceed meeting. oInterior wall Finish - provide paint strike offs to COR for approval - VA Palo Alto has standardized on Kelly Moore Pristine Linen for the field color, and an accent wall color from the same manufacture (both shall be Eggshell finish) - COR to provide accent wall Color Choice after award. All doors and frames shall be semi- gloss enamel light base. Provide brush outs and MSDS to COR for approval. All paints shall be low odor, no VOC, washable, and water clean-up. Provide paint and primer MSDS prior to procurement of material. All paint over primer shall be 2 coats minimum. "Contractor shall comply with and provide the following Green and Energy Efficient initiatives and systems: oProgrammable thermostats oLED Fixtures oGREENGUARD certified insulation materials oMotion sensors on lighting systems The Government requests that interested parties provide the following capability information to the Contract Specialist, Robert Parke by email at: robert.parke2 @va.gov by 2:30 PM PDT May 19th, 2016: (a) Business Size (Large/Small) (b) Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.) (c) SAM record (d) DUNS number (e) Ability and experience in managing projects between $500,000 and $1,000,000. Include general information and technical background describing your firm's experience on contracts requiring similar efforts to meet the program objectives. (f) Bonding Capability; per contract and aggregate. Provide amount of aggregate bonding currently available (i.e. amount not committed). (g) Anticipated Teaming Arrangements (if any) (h) List of Projects (Government and Commercial) that are similar is scope and size, including SF of project (i) Average price per square foot for each project identified under paragraph (h) above, using the total modified value of the contract Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point font or larger. Published literature may be any number of pages. The Government will use this information when determining its business type decision. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded as a direct result of this Sources Sought announcement.
