Description
The U.S. Army Contracting Command-Aberdeen Proving Ground, Natick Contracting Division, on behalf of the Joint Program Executive Office Chemical Biological Defense, Joint Project Manager Protection, intends to award a sole source firm fixed price contract for the acquisition of Air Techniques International's Protective Mask Leakage Tester (PMLT) for fit testing and failure analysis. This contract will be awarded under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1)(i) only one source reasonably available. The Government intends to negotiate on a sole source basis with Hamilton Associates, Inc., dba Air Techniques International Division operating as a Small Business located in Owings Mills, MD. The PMLT is an aerosol and photometry-based instrument designed to confirm mask seal and integrity as well as individual fit. The PMLT is portable, easy to use, sets up in minutes and provides a variety of mask testing options. The PMLT is the only instrument available capable of leak testing an entire mask, integrity testing of mask components, and Fit Testing of individuals without compromising the mask. The PMLT utilizes the same technologies used by both the United States military and NIOSH to test masks designed to meet strict Chemical Biological Radiological and Nuclear (CBRN) requirements. Furthermore, the PMLT has been subjected to aggressive testing and fielded by the United States military through the Joint Program Executive Office as the Joint Services Mask Leakage Tester (JSMLT). Due to the proprietary nature of the PMLT, Hamilton Associates, Inc., dba Air Techniques International Division is the only source capable of meeting the Governments requirement. The North American Industry Classification System (NAICS) code is 333314. The Standard Industrial Classification (SIC) Code is 3827 and the Small Business Size Standard is 500 employees. This is not a Small Business Set-Aside. The Government anticipates awarding one (1) contract award. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. This notice is posted for ten (10) business days. No solicitation package will be available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received by 3:00 pm EST, May 20, 2016, the contract will be issued without further notice. A determination by the Government not to compete this contract is based on this notice and is solely within the discretion of the Government.
