Description
Statement of Work - Please review in its entirety U.S. Office of Personnel Management's (OPM) Facilities, Security, and Emergency Management-Personnel Security Division (FSEM-PS) is tasked with the responsibility to initiate and provide, on a reimbursable basis to other agencies, adjudicative services for Suitability and National Security background investigations as required for select employees and contractors in accordance with Executive Orders 10450-Security Requirements for Government Employment, 12968-Access to Classified Information, and various parts of Title 5 of the Code of Federal Regulations. Additionally, FSEM-PS is responsible for administering OPM's Personnel Identification Verification Program in accordance with Homeland Security Presidential Directive-12. In support of this mission, OPM has a requirement to award a labor-hour contract for administrative services to support FSEM-PS operations in Boyers, PA. Historically similar contracts have required the contractor to provide (10) administrative personnel to support workload processing totaling approximately 19,800 hours over a 12 month period and (1) technical personnel to support totaling approximately 1,980 hours over a 12-month period between the hours of 6 A.M. and 4:30 P.M Eastern Standard Time, Monday-Friday. The contractor shall also provide a project manager to work 4 hours per week, totaling approximately 208 hours over a 12 month period. This sources sought is seeking vendors that could meet the requirement outlined in the attached Statement of Work. Additionally, to all vendors that are interested in this requirement are requested to answer the following questions and return all responses to Clifton.maxwell@opm.gov, no later than 20 May 2016 @2 P.M. (EST). Vendors Name: Address: Phone: 1. Do you currently have resources available that have access to Office of Personnel Management's Personnel Investigations Processing System (PIPS) and Electronic Questionnaires for Investigations Processing (e-QIP) systems? If not, what is your strategy and timeline to on-board and mitigate gaps? 2. Duties are required to be completed in the OPM FSEM-Personnel Security Office currently located in Boyers, PA. Do you have resources that are available to perform duties and if not, what is your strategy and timeline to meet this requirement? 3. How would you provide additional resources if requested and increase in volume of work processed and the timeline required to do so? 4. Describe the level of familiarity with Electronic Questionnaires for Investigations Processing (e-QIP) Investigation Request screening requirements in association with the various Tier level investigations as well as experience working with background investigations that your resources possess? 5. Do you currently have resources currently cleared at the non-critical sensitive level (Tier 3) or higher? 6. Describe the level of familiarity with Microsoft products that your resources possess? 7. Do you currently have resources available that have experience serving as a registrar with the Managed Service Office's (MSO) USAccess program? If not, what is your strategy and timeline to on-board resources with this capability? 8. Are you a small business? If so, provide the types of small business classification does you company qualify for, as well as the North American Industrial Classification Codes (NAICS). 9. Do you have a GSA schedule that meets this requirement? If so, provide your GSA Schedule information to include at a minimum the contract number and services/products supported by the contract.
